Specific amendments in the RFP in Block 9A are as follows:

a) Replace paragraph (B) in Section L.6 B. (c) 4. c) (B) with the following:

“(B) To supplement the narrative summary in (A), submit the most recent eSRS reports for the five most recent contracts against which you were required to report”.

b) Replace the second paragraph in Section L.6 A. with the following:

"Not included in the 35-page limitation are the following:

● Cover Page;

● Cover Letter;

● Executive Summary;

● Table of Contents;

● Acronym List".

c) Replace the first paragraph in Section L.6 B. with the following:

"Technical Proposal Format: the technical proposal must be organized as follows:

● Cover Page (Limited to one page and does not count against page limit)

● Cover Letter (Limited to one page and does not count against page limit)

● Executive Summary (Limited to two pages and does not count against page limit)

Questions and Answers

Question 1. According to Answer 05 in the Questions and Answers for the subject solicitation, Offerors are instructed to submit copies of SF 294s. Per the instructions in L.6(c) on page 69, 4.

Performance in Using Small Business (SB) Concerns, “To supplement the narrative summary in (A), provide with your summary a copy of the most recent SF 294 ‘Subcontracting Report for Individual Contracts’ for each contract against which you were required to report for the past 2 years.” In addition, according to L.6.B, “Past performance report forms and references, part performance in using small business concerns” is included in the Annexes which are subject to a total page limitation of 65 pages.

Given that SF 294s have been replaced by the eSRS system and due to the volume of contracts against which we are required to report, submitting the most recent eSRS reports for each contract for the past 2 years would far exceed the total page limitation of 65 pages for the Annexes.

Can USAID confirm that Offerors can submit the most recent eSRS reports for the five most recent contracts against which they were required to report? Alternately, can USAID confirm that the complete copies of eSRS report can be included in an Annex that does not count toward the 65-page limitation?

USAID response: The instruction in Section L.6 B. regarding past performance evaluation for offerors who are not small business concerns has been amended.

Question 2. We respectfully request clarification on the newly added executive summary. We note that the technical proposal now includes a 1-page executive summary as well as a 2-page cover letter.

Would USAID consider accepting a 2-page executive summary and a 1-page cover letter, given that the executive summary may include more detail than the contents of a cover letter? We greatly appreciate your consideration.

USAID response: Agreed. Section L.6 A. and L.6 B. have been amended.
