The United States Agency for International Development (USAID) is working closely with the Government of Pakistan (GoP) at both the federal and provincial levels to improve the lives of citizens of Khyber Pakhtunkhwa (KP) province, address the root causes of instability in the region, and support Pakistan in driving its own development journey to self-reliance. In recent years, the province has faced a variety of challenges, including damaging floods, violent conflict, low literacy, high infant mortality rate, and low per capita income. The 2018 merger of the Federally Administered Tribal Areas (FATA) — now the “newly merged districts”— into KP brings both opportunities and administrative challenges. Pakistanis in the newly merged districts have suffered from displacement due to prolonged conflict, widespread poverty, and poor socioeconomic development. To address these issues, USAID is supporting the FATA-KP merger reforms process to expand the presence of government in the newly merged districts, improve government service delivery, and increase economic opportunities, fostering a secure, peaceful, and prosperous future for KP.
SUPPORT IN KHYBER PAKHTUNKHWA
INCLUDING THE NEWLY MERGED DISTRICTS
March 2019
FACT SHEET: USAID SUPPORT TO KHYBER PAKHTUNKHWA INCL. NMDS – MARCH 2019 2
GOVERNANCE AND RESILIENCE
KP has faced political and social instability due to the security situation in the Afghanistan-Pakistan border region and suffered extensive losses from extremism and natural disasters. With pervasive limited governance and the absence of elected representatives, Pakistani’s in this region have had low trust in their government and militants have exploited these gaps. USAID is supporting the Pakistani government to bring peace and stability to conflict-affected areas of KP, particularly the newly merged districts. USAID’s support has reconstructed and rehabilitated public infrastructure damaged by conflict, brought citizens and government together to build trust and improve relationships, and supported efforts to increase local capacity and bring about sustainable development. The successful merger of the new districts into Pakistan’s provincial, national, and civic institutions will strengthen the country’s ability to meet the needs of its own citizens, manage its own security and move forward on its journey to self-reliance. USAID-funded governance and resilience activities include:

ECONOMIC GROWTH AND

Conflict has caused far-reaching disruption to economic activity in the newly merged districts and other parts of KP and damaged private property, livelihoods, trade, and business development. KP, especially the newly merged districts, is one of Pakistan’s least developed regions, with most economic and social development indicators lagging behind the national averages. KP’s per capita income is far below the national average. USAID is supporting sustainable and inclusive growth in KP, essential for stability and self-reliance, by promoting micro and small enterprises, forging private sector partnerships, and promoting trade. USAID is improving agricultural production in KP by reclaiming land, improving and expanding irrigation networks, and increasing farmers’ access to markets. USAID is also increasing power output in the region by updating and constructing new power generation systems. USAID-funded economic growth and agriculture activities include:

24. In the newly merged districts, 73 percent of public school students drop out before reaching grade five, particularly girls. USAID’s education programs will strengthen the legitimacy of the nascent newly merged districts’ government through building citizen trust and support the Pakistani government’s efforts to provide current and upcoming generations with a solid foundation and specialized skills that are in accordance with the rising demands of the labor market. In KP, 76 out of every 1,000 babies do not live past five years of age. The infant mortality rate is 63 per 1,000 live births, while the neonatal mortality rate is 41 per 1,000 live births. These rates are worse in the newly merged districts. Most women do not have access to proper health facilities and only 26 percent of pregnant women deliver under the supervision of skilled birth attendants.
Maternal mortality in KP is also high (380 deaths per 100,000 live births, compared to the national average of 178 deaths per 100,000 live births). USAID is helping the GoP to sustainably increase access and availability of quality health services in KP, building citizen trust in the government and strengthening Pakistan’s self-reliance, including by improving health service delivery, supporting immunization efforts, engaging the private sector, and promoting health knowledge among communities.
