Clarifications No. 1
Bidder’s Queries USAID’s Clarifications
Eligibility Criteria
● Is the eligibility requirement which states that an organization should not have received more than $5m from USAID in the past five years as a prime awardee, only applicable for the prime organization leading a consortium’s submission for this funding opportunity?
● "Eligible entities under Local Works are defined as small international or US organizations that have not received more than $5 million in the last five years directly (as the prime) from USAID. It is the legislative intent of Local Works to support work led by local and non-traditional partners, including through spending of program support funds. E3/LS regularly reports how Local Works Missions are spending Congressionally directed funds to the Hill, and any use of funds for ineligible entities will undergo scrutiny by the Senate Appropriations Committee on Foreign Operations."
● How is the five years’ time period calculated? We received a five-year grant in 2014 amounting to $5.1 million, which ran through 2019. We are wondering if we are still eligible because it was awarded in 2014 but ran through 2019?
● According to the Local Works legislation, eligible entities are “small local, international, and United States-based non-governmental organizations, educational institutions, and other small entities that have received less than a total of $5,000,000 from USAID over the previous 5 fiscal years. Departments or centers of such educational institutions may be considered individually in determining such eligibility." In cases where an apparently successful applicant is deemed close to being a non-eligible entity, E3/LS asks Missions to verify first by researching amounts dispersed by dates in the past five fiscal years to ascertain eligibility; if that method is not calculable, E3/LS asks Missions to verify that the date and total amount awarded is less than a total $5,000,000 in the past five fiscal years to ascertain eligibility.
● If sub-consultants do not meet this eligibility requirement can they still be a member of a consortium led by a Nepali prime that does meet this requirement?
● Yes. The prime needs to be an eligible entity and the key decisionmaker in the partnership - the ineligible sub cannot be the de-facto leader of the consortium.
Annex A:
● Could you please attach the Annex A referenced on the page 3 of the solicitation?
● I noted that the proposal references an Annex A, which I do not see in the call and there is no link. Would you be able to share this with me?
Please refer to page 3 of this document for the Annex A.
Annex 2:
● The Offeror must submit a Cost Proposal in US dollars and Nepali rupees in MS Excel format using the Cost Proposal template found in Annex 2 – Reference Materials, along with a Budget Narrative explaining all proposed expenses. Where is Annex 2?
Please refer to page 4 of this document for the Annex 2.
Budget Allocation
● Is it possible to get an idea of budget allocation for this work? Even an indicative range would be helpful to assemble our team composition accordingly.
We do NOT share the budget allocation at this time.
