OFFICE OF THE DIRECTOR
Subject: Project Implementation Letter Number [Insert number] under Modified Umbrella FARA for the Non-Revenue Water (NRW) Project
Project: Associate FARA No. 9 - Supervisory Control and Data Acquisition (SCADA)
Systems for Amman and Madaba under the Non-Revenue Water Project
The purpose of this Implementation Letter “IL” is to enter into this Associate Fixed Amount Reimbursement Agreement (FARA) between the U.S. Agency for International Development “USAID” and [XXXX], the “Grantee” (together, the “Parties”). Pursuant to Part III and IV of the Modified Umbrella FARA dated [Insert Date], [XXXX] has signatory authority to enter into this Associate FARA No. 9 - Supervisory Control and Data Acquisition (SCADA) Systems for Amman and Madaba under the Non-Revenue Water Project.
The Modified Umbrella FARA establishes the basis for a working relationship between USAID and the Grantee. This IL further defines implementation modalities for the Supervisory Control and Data Acquisition (SCADA) Systems for Amman and Madaba under the Non-Revenue Water Project.
In accordance with Associate FARA No. 9 “The Project,” USAID agrees to finance Supervisory Control and Data Acquisition (SCADA) Systems for Amman and Madaba under the Non-Revenue Water Project. [XXXX] will supply, install and operate the Supervisory Control and Data Acquisition (SCADA) Systems for Amman and Madaba under the Non-Revenue Water Project, subject to the terms and conditions of this IL.
A. The Project
Purpose
The purpose of this Associate FARA (described in Part III of the Associate FARA No. 9, “Project Description”) is to support [XXXX] to achieve the following for Amman and
Madaba:
Example FARA Implementation Letter USAID/Jordan Management and Engineering Service Contract-MESC III
a. Monitor and control the quality and quantities of the water supplied from the resources.
b. Monitor and control the quality and quantity of water in the primary network and all facilities.
c. Decrease the maintenance cost for the water facilities.
d. Decrease the running cost for the water facilities.
e. Manage the water resources by monitoring the pressure and flow from the source to consumers.
f. Decrease the water losses in the primary network (physical and commercial) by monitoring the facilities at real time.
g. Monitor and control the water facilities by detecting emergency faults and reduce the response time for dealing with them.
h. Construct a database and history record of the water network parameters in order to enhance water operations and continuously measure the NRW. These parameters include pressure, water levels, water quantities, etc.
i. Control water quality by installing chlorination systems with analysers or upgrade the existing systems at the primary network.
The SCADA system is generally very important for the reduction of the NRW, through professional management and operation of the water resources as well as the primary and distribution networks. Through SCADA, operators can simply estimate the water losses, can also monitor and regulate the pressure in the network at critical points, record and analyse abrupt changes in flow rates for identifying new leaks and bursts, and mostly reduce the actual response time for the maintenance groups.
USAID Contribution
As part of the $XXXX Modified Umbrella FARA, USAID hereby sub-commits and sub-obligates $XXXX finance the Project, which will be provided to the Grantee in increments, subject to project performance and the terms and conditions in this IL.
Project Completion Date
The date by which the Parties estimate that all actions and undertakings necessary to achieve the Project, under Associate FARA No. 9 is [Insert Date], or such other date as
Example FARA Implementation Letter USAID/Jordan Management and Engineering Service Contract-MESC III the Parties may agree to in writing (the “Project Completion Date”). Except as USAID may otherwise agree in writing, USAID will not issue or approve documentation that would authorize disbursements for expenses incurred subsequent to the Project Completion Date.

5. Funding Mechanism
The Parties agree to employ the fixed-amount reimbursable method set forth in the Modified Umbrella FARA to implement and finance the Project. Under this method, USAID has approved a fixed reimbursable U.S. dollar value for the successful completion of specified milestones, as provided in the Payment Schedule, and Technical Specifications of the Project. The amount of reimbursement is based on reasonable cost estimates, provided by [XXXX], reviewed by the Management Engineering Services Contract (MESC), and approved by USAID. Upon confirmation that such Technical Specifications are met for a particular completed milestone, USAID will reimburse the Grantee pursuant to the terms and conditions of this IL. The Grantee shall bear the risk if the actual cost of the goods and services exceeds the fixed amount for the milestone, as specified in the Payment Schedule. If the actual cost to complete the milestone is less than the fixed amount provided in the Payment Schedule, USAID’s contribution will not be reduced. Payment by USAID is always conditioned upon successful completion of the goods and services in accordance with the agreed upon specifications and standards. The Grantee acknowledges that its failure to satisfactorily complete a milestone, or non-satisfaction of a condition for reimbursement, will result in it not receiving the reimbursement associated with that line item.
The Grantee is responsible for all procurements necessary to implement the Project, including, without limitation, the management and supervision of all such procurements to ensure that the Grantee's contractor(s) diligently undertake the work and provide the necessary equipment, skilled and unskilled labor, and supply of materials to ensure uniform and continuous progress towards completion of the Project.
Upon completion of a milestone indicated in the Payment Schedule, the Grantee will submit a reimbursement request to USAID, certifying progress towards completion of the Project in accordance with the Technical Specifications. Prior to authorizing any disbursement, USAID will confirm successful completion of such milestone in accordance with the Technical Specifications. To facilitate this process, the Grantee will enable access by USAID or its designee to conduct monitoring, evaluation, and inspection of the Project.
6. Procurement Procedures
All procurement actions undertaken by [XXXX] pursuant to this Associate FARA No. 9 must be consistent with applicable Government of Jordan laws, regulations, rules, policies and procedures.
