J.3 USAID Task Order One Statement of Objectives for USAID/Iraq Durable Communities and Economic Opportunities
C.1 Purpose and Scope
Under this task order (TO), the successful offeror will establish the necessary management, administrative, monitoring, quality control, and iterative learning structures and approaches necessary to achieve the Statement of Objectives of the IDIQ.
See the SOO for the IDIQ and overall RFP for the relevant background, operating constraints, and place and period of performance.
C.2 Statement of Objectives
A. Objective One: Provide an Adaptive Management Approach
USAID requires an adaptive management approach that can best increase operational efficiencies, capture opportunities, provide flexibility and adaptability, and ensure quality performance.
The successful offeror will be responsible for the provision of overall management, administrative, monitoring, and quality control aspects throughout the life of the Durable Communities activity. These functions include but are not restricted to finance, procurement, property control, human resources, information technology, records and data verification, security, monitoring/evaluation/learning, reporting, communication and outreach, grant and subcontract implementation scheduling, coordination (among TOs, donors, USAID partners and activities), and regulatory and policy compliance. The offerors may include other management aspects they consider appropriate and necessary to maximize overall results as well as other systems needed to comply with the terms and conditions of this TO and any future TOs.
Given the fluidity of Iraq’s political, social, and economic context, particularly in newly-liberated areas and within vulnerable populations, the offeror’s management approach must allow USAID to respond promptly to emerging needs and direct resources to priority underserved and vulnerable host community areas as the situation requires. The proposed management approach must enable necessary modifications to original plans as well as the scale-up or close-out of activities, in consultation with USAID, to incorporate potential security or socio-economic changes in Iraq.
Additionally, the successful offeror will simultaneously manage multiple and complex community development activities entailing a high number of grants and/or subcontracts and manage different stakeholders and implementers in a coordinated and synchronized manner.
B. Objective Two: Description of Contextual Assessments
USAID requires a description of the general approach and timeframe the offeror proposes to develop the assessments listed in Section F at the IDIQ level and for subsequent TOs.
USAID expects a flexible, responsive management approach that is capable of developing these contextual assessments as part of the individual TOs. Furthermore, these assessments may be developed from a country perspective, or with a more definitive focus on a geographic location or sector. As the successful offeror aggregates more contextual knowledge from these assessments, it is expected that adaptive revisions will be made to the deliverables throughout the life of the IDIQ.
It is important to note that these contextual assessments will inform future task orders issued under it after award. The assessments will lead to an identification and proposal of target communities, they shall focus on local sources of instability and resilience in Iraq, as well as an assessment of opportunities for economic growth interventions.
