SECTION F – DELIVERIES OF PERFORMANCE
F.1 PERIOD OF PERFORMANCE
The period of performance for this Task Order is five years from the date of award.
F.2 PLACE OF PERFORMANCE
The principle place of performance under this contract is Iraq.
F.3 DELIVERABLES
In addition to the requirements set forth for submission of reports in Sections I and J and in the AIDAR clause 752.242-70, Periodic Progress Reports, the contractor must submit the following deliverables electronically to the Contracting Officer’s Representative and a copy to the Contracting Officer.
All deliverables must be submitted in English language, unless otherwise specified. The contractor must promptly notify the Contracting Officer’s Representative, of any problems, delays, or adverse conditions which materially impair the contractor’s ability to meet the requirements of the contract. The COR and the contractor will develop a standard format for submission of all deliverables within the first 30 days of contract award.
F.3.1 Task Order Implementation Plan(s)
The contractor must present an Implementation Plan which outlines specific results and milestones to be achieved in the target locations identified under subsequent TOs during the five year implementation of the contract. Each Implementation Plan will contain a focus on local community development demonstrating how objectives under Component One and/or Two will be achieved. The Implementation Plan must be submitted within 45 days after the individual TO award date for USAID approval prior to initiating activities in a new target community or sector. Task Order Implementation Plan(s) will be reviewed and updated as part of the annual report process.
F.3.2 Gender Analysis and Gender Implementation Strategy
The contractor must conduct a Gender, Youth and Vulnerable Population Analysis that will be used to develop a strategy and carefully monitor activity implementation to ensure that female, males, and youth benefit equitably from contract activities. The Gender, Youth, and Vulnerable Population Integration Strategy will include an examination of the differences between the roles that women and men play in communities and societies, the different levels of power they hold, their differing needs, constraints and opportunities, and the impact of these differences on their lives, and identify triggers as well as mitigating factors. The contractor will address gaps and monitor project implementation to ensure that activities are addressing female, male and youth needs in relation to equitable and inclusive access to planned interventions. The contractor will also identify indicators specific to gender, youth and vulnerable populations against which to track progress. The Strategy is due 90 days after the contract effective date and related indicators due annually with the annual report submission.
Furthermore, the contractor will develop a Gender, Youth, and Vulnerable Population Analysis for all TOs issued under the IDIQ. The individual analysis will be due within 30 days of TO award date, and shall be included as an annex to the IDIQ-level strategy.
F.3.3 Conflict Sensitivity Analysis and Implementation Strategy
The contractor must ensure that conflict sensitive approaches are incorporated throughout implementation. The contractor must ensure a ‘do no harm’ approach is integrated into activities to minimize potential negative impacts and maximize positive impacts. The contractor must analyze how conflict and emergency situations in Iraq are adversely impacting the capacity of the contractor and/or its partners to deliver services; while also identifying key strategies for community and economic interventions in the target areas that can mitigate these factors and effectively respond to population needs despite the potential constraints. The Conflict Sensitivity Analysis is due within 90 days after the contract effective date. It is expected that a regional or community-level Conflict Sensitivity Implementation Strategy will done for each new TO and will be due within 30 days of those future TO’s effective date. They will be also included as an annex to the IDIQ-level Conflict Sensitivity Analysis.
F.3.4 Baseline Political Economy Assessment (PEA)
The contractor must carry out a baseline country-level PEA that will draw upon a wide range of long-term factors (e.g., social, cultural, political, economic, etc.) to provide a deeper understanding of how targeted institutions and key stakeholders are motivated to behave and make decisions as well as existing political and economic opportunities in Iraq. The resulting PEA must provide a nuanced understanding and enable Durable Communities to identify change agents and pathways to help it achieve its intended results. The contractor will carry out the baseline PEA in close coordination with the COR, USAID, and/or the U.S.
Embassy, which may want to participate in meetings with key stakeholders and review the proposed questions that the baseline PEA will explore. The PEA must identify opportunities for activities to advance Durable Communities objectives, and the risks associated with changes in political, socio-economic, or security conditions. The assessment is due within 90 days after the contract effective date. It is expected that either a regional or community-level PEA will be completed for each new TO. These will be due within 30 days of that new TO’s effective date. They will be included as an annex to the IDIQ-level PEA.
F.3.5 Grants Manual

The contractor must adhere to the relevant ADS provisions with respect to performance monitoring and evaluation activities. The PMEL Plan will specify methodologies that will be used to monitor the progress of activities toward achieving the expected outputs, outcomes, and results. Indicators should be disaggregated by community, by sex and where appropriate, by age, disability and vulnerable ethnic and religious minority status.
The PMEL will also contain the following sections:
a. Results Framework (RF) and LogFrame (LF): charts and narrative detailing how data collection and analysis will be managed; how and when internal data quality assessments will be undertaken; how and when routine assessments and internal evaluations will take place; how gender analysis and other disaggregated data will be incorporated into the M&E methodology; how performance data will be shared internally and used to inform management decisions; the planned staffing structure and resource allocation for the M&E team to complete these tasks; and an annual calendar of planned M&E activities, presented in a table or Gantt chart.

The report must not be duplicative of information contained in quarterly reports, and will instead focus on analysis of programmatic themes and assumptions (e.g., those identified in the baseline Political Economy Assessment(s), the Task Order Implementation Plans, the Gender, Youth and Vulnerable Population Analysis(es), and the Conflict Sensitivity Assessment(s).)
The weekly report is due electronically to the COR by close of business Thursday of each week.
F.3.8 Requests for Information
