Request For Quotation (RFQ) Number: 72026324Q00002 Fire Alarm System Upgrade
Compiled Questions and Answers
1. We noticed Notifier is called out as the new fire alarm system. Is this 100% a requirement, or will USAID consider alternative systems?
USAID/Egypt Answer: Notifier is the only approved fire alarm system by OBO.
2. Could a site visit be arranged?
USAID/Egypt Answer: Scheduled June 02, 2024
3. Can the proposal due date be extended by at least two more weeks? One month from receipt of the documents to submitting the bid is a very tight turnaround.
USAID/Egypt Answer: The due date for offers has been extended to July 1, 2024.
4. Could you please clarify on the overall Period of Performance?
USAID/Egypt Answer: USAID/Egypt is providing 18 months to complete this work, though USAID/Egypt believes that this work can be completed in a much shorter time frame. However, in the event that any equipment or supplies needed to be imported into Egypt, USAID is providing additional time in the performance period in light of long processing and wait times at Egyptian customs facilities.
5. Please clarify the intent of the design for the project, and if only one final submission is required. Per the RFQ, it appears the design requirements are only related to fire protection systems and seismic calculations. The fire can be completed, signed and sealed by a U.S. Licensed Fire Protection Engineer or NICET Level III Fire Alarm Technician.
USAID/Egypt Answer: The submissions must follow OBO (Overseas Buildings Operations) spec for fire alarm, sprinkler, fire pump and special suppression systems. All submissions must be reviewed and approved by OBO. NICET III or a US licensed fire protection engineer seals are required per OBO spec.
6. Are there any photos available of the existing spaces, devices and equipment?
USAID/Egypt Answer: No, photos are not available.
7. Will the contractor be provided with a storage and laydown area on-site? If so, please provide specifics (i.e. how many 20’ or 40’ shipping containers could be stored on-site).
USAID/Egypt Answer: Yes, USAID/Egypt can provide space for up to three 20’/40’ containers.
8. Will the contractor be provided with a temporary office space on-site and access to the internet?
USAID/Egypt Answer: Office space can be made available for specific windows of time and internet access can be provided on devices approved by the Information Systems Security Officer.
9. What’s the existing ceiling material (i.e. drop, hard/gypsum)?
USAID/Egypt Answer: With the exception of hard ceilings in front of post one, above an ATM machine in the main entrance, and on top of the kitchen area, the ceiling tiles are acoustical ceiling tiles.
10. What are the architectural and finish requirements around the new devices and infrastructure?
USAID/Egypt Answer: Match existing. Conceal piping and conduit behind walls and ceiling in finished areas.
11. Can existing cable and conduit be re-used, or does the new system require all new?
USAID/Egypt Answer: The cables and conduit must be sized per calculations and be in compliance with NFPA 70 and 72 and manufactures’ instructions.
12. Can any of the new conduit be exposed or must it all be concealed in the walls/ceiling?
USAID/Egypt Answer: See response to question #10.
13. Is any of the work required to be performed by US citizens (cleared or uncleared)?
USAID/Egypt Answer: No. However, all contractors will be escorted. Background checks will be done on everyone.
14. What is the procedure and estimated timeline to grant access to local and third country national personnel working on-site?
USAID/Egypt Answer: Since this is a long term project which will require more than 30 days, all the contractors will be required to have an access request. The Regional
Security Office (RSO) will perform a background check on all the contractors before they start their work.
15. In terms of dedicated site supervisors, please confirm only a Project Manager and Lead Installer are required, and that they can fulfill safety and quality control duties.
USAID/Egypt Answer: Full time and qualified project manager and site superintendent are required for project management, safety and QA/QC duties. See OBO specs on qualification of fire protection system personnels.
16. If a NICET III Fire Alarm Technician performs periodic milestone inspections on-site, would NICET I or II be acceptable for the Project Manager position?
USAID/Egypt Answer: Project managers must have relevant experience. NICET certifications do not apply to project management.
17. We noticed that there is no Bill of quantity BOQ, will USAID provide it?
USAID/Egypt Answer: See bid documents for BOQ.
18. In the absence of itemized or detailed Bill of Quantities (BOQ), what is the calculation USAID/Egypt Answer: See bid documents for BOQ.
19. method used so that we can submit multiple invoices for partial payments?
USAID/Egypt Answer: Contractor is to provide payment schedule after award for approval.
20. All drawings are in PDF format; will USAID provide the DWG format files?
USAID/Egypt Answer: DWG format will be made available to the winning contractor.
Only dwg file not available is the garage.
21. The dimensions and size of the server room are not clear in the attached drawings, please specify the size or dimensions of the room to calculate the FM200.
USAID/Egypt Answer:
Main server room dimensions ( FM-200 System 1):
W= 7.34 m L= 10.60 m H= 2.95 m ( to the false ceiling level)
Small server room dimensions ( FM-200 System 2):
W= 2.74 m L= 3.02 m H= 2.95 m ( to the false ceiling level)
22. The dimensions and size of the Kitchen hood are also required to calculate the FM200, please specify.
USAID/Egypt Answer: Kitchen hood is to be removed from solicitation.
23. The interface between the fire alarm monitoring and controlling models will require the presence of other parties such as elevator vendors, HVAC equipment, fire doors, and any other system controlled or monitored by the fire alarm system during project execution, how will contact the vendors?
USAID/Egypt Answer: Interface of building safety systems are already in place. USAID uses Miraco Carrier, Roma Trading Services and Korra Energies as HVAC vendors. The elevator vendor is OTIS.
24. Will all existing cables and pipes be replaced, or is it possible to use the current cables if they are good?
USAID/Egypt Answer: See response to question #11.
