About this file
This document contains an amendment to a request for proposals for an integrated cultural tourism management activity in Egypt. USAID is seeking proposals to support the Egyptian Ministry of Tourism and Ministry of Antiquities in sustainably growing cultural tourism at Historic Cairo and Luxor through identifying and implementing initiatives to overcome barriers limiting Egypt's potential to provide new, integrated, and competitive cultural tourism experiences. Offerors should describe relevant past performance managing contracts of similar size, scope, and complexity in the Middle East/North Africa region involving technical areas like heritage preservation and sustainable tourism promotion. The activity will create an enabling environment for cultural heritage management, test partnership and stakeholder participation models, and demonstrate economic values of cultural resources by integrating private investment and local enterprises into the tourism value chain.

Attachment No. 2 - Corrected Questions and Answers
21. Question:
On page 128 under information regarding to Past Performance requirements, the term ‘contract’ is used. Are offerors limited to providing PPR’s for contracts only, or are other types of awards (cooperative agreements, etc) permissible? Additionally, are awards from other donors permissible?
USAID Answer:
According to the RFP "contracts" only will be considered in accordance with section L.6
(d)(3)(iii) (pg. 134).
USAID Corrected Answer:
In accordance with section L.6(d)(3)(iii) in the amended RFP (P.134), the most relevant indicators of performance are contracts of similar size, scope and complexity that were performed in the Middle East North Africa Region and/or are similar in terms of the technical areas identified in the Statement of Work (Section C). Thus, cooperative agreements and awards from other donors may be included as past performance references.
30. Question:
Section L.3, Past Performance (page 127) details that the offeror must provide performance information in an annex. Specifically, they must “list in the Annex up to five of the most recent (within the past five years) and relevant managed by the Offeror.” As limiting past performance to CPARS disadvantages non-profit organizations, please confirm whether cooperative agreements may be included as past performance references.
USAID Answer:
According to the RFP "contracts" only will be considered in accordance with section L.6(d)(3)(iii) in the amended RFP (pg. 134).
