Issuance Date: June 19, 2020
Subject: Amendment No. 1 to Request for Quotes (RFQ) 72016820Q00002
Activity Title: USAID/Bosnia-Herzegovina Public Outreach Support Services
The purpose of the Amendment 1 is to:
1. Post answers in response to questions received to this solicitation
2. Publish notes from the pre-bid conference
3. Update the RFQ to include the changes in the total delivery time for
10-min video production
All other terms and conditions of the RFQ remain unchanged.
Sincerely, Patrick E. Robison Contracting Officer
1. Questions and Answers (Q&As) received in response to this solicitation
(Q1) “Video - what would be the locations of the recording, is it just Sarajevo or do we have an obligation to film in other cities? Is it necessary for actors to appear in the videos?
What are the additional visual or technical elements that we have to satisfy in the video?”
(A1) Recording can take place anywhere within BiH where USAID works and provides assistance. We do not anticipate actors in the videos. The narrator might be needed. All videos must communicate the development of BiH, must be properly branded, must include closed captioning (CC) option in both languages (local and English), and must satisfy USAID video qualities and standards.
For more reference, please see one of the standardized USAID videos:
https://www.youtube.com/watch?v=B1OmknzNE7A
(Q2) “Media relations - Is there already a list of media in advance to which we send the materials we prepare, without us having to media buying?”
(A2) There is no pre-approved media list. USAID operates throughout entire BiH and our stories should be published in local media and of course in leading traditional (print and electronic) media in major BiH cities - Sarajevo, Banja Luka, Mostar, and others.
(Q3) “Photography - Do you have a list of cities where it will be necessary to provide a photographer?”
(A3) Depending on the task at hand it may take place anywhere within BiH where USAID works and provides assistance. (See attached list of cities and map.)
(Q4) “Past performance information - Do you think about agency references?”
(A4) Yes, exactly, past performance information is information regarding your agency’s actions under previous contracts and orders.
(Q5) “Examples of deliverables - In what form we sending?”
(A5) An e-mail with attachment(s) will suffice. Please see, RFQ Section 4.3 Format and Delivery instructions.
https://www.youtube.com/watch?v=B1OmknzNE7A
(Q6) “Should examples of videos be videos produced by an agency (bidder) in the previous period, or should it be just examples of videos that an agency is able to produce with links to similar type of videos?, In our understanding these videos are separate from the ‘past performance information’.”
(A6) Examples of videos previously produced will suffice. Please see RFQ Section 4.1 General Instructions, and 4.2 Quote Content.
(Q7) “Production of videos: Timeline provided for 60-sec video production and 10-minute video production; does it refer to the production of one unit? Could you please specify the locations for the recording of footage for the 10-minute video?”
(A7) Yes, it refers to the production of one unit. The locations will depend on the task at hand. Basically, it could be anywhere within BiH where USAID works and provides assistance
(Q8) “Media relations: Can you please explain weather USAID will send draft materials to be prepared for distribution or the contractor should create this materials? For example, if the one of the task would be writing of a successful story, shall we expect to be engaged in research, local travels, interviews etc. that could be necessary for the story?”
(A8) USAID will provide basic input and story guidelines, including person(s) that would be quoted or interviewed. However, the service provider is expected to write the story and might be tasked to do a limited research and conduct some interviews.
(Q9) “Social media: Can you please specify if the contractor need to create and publish 76 posts or only 40, out of which 36 will be boosted?”
(A9) USAID will post all content on its social media platforms. The contractor is expected to assist in creating those posts and to contribute to the publication of all 76 posts on various social media platforms by providing a) organic amplification for 40, and
b) paid ads for 36 posts.
(Q10) “Regarding the production of 60-min videos, should we plan to perform video recording, of statements / interviews, that become part of the videos? If so, please share locations, if there are recording outside of Sarajevo.”
(A10) Recording can take place anywhere within BiH where USAID works and provides assistance. The two longer videos will be success stories of BiH’s development, made possible thanks to USAID assistance. Neither the location nor the theme for the videos has been determined yet.
(Q11) “About the Social media segment: Can you please define Boost number for the Organic amplification, as boost usually refers to paid promotion of post.”
(A11) Please see Q/A 9. For better clarity, and related to this RFQ, “Organic social content” is posted for fee. “Paid social content” is paid/boosted to help reach a larger audience. However, “organic social content” could be further amplified, i.e. promoted and distributed effectively.
The Contractor will be engaged in organic amplification of 40 posts. The contractor’s expertise in organic social content amplification is aimed at increasing the awareness, engagement and readability of USAID posts, and to encourage the audience to research more on the particular topics. While contractor will be reimbursed for the work done, these posts will not be promoted through simple paid ads.
