Q&A SOL No. 72016721R00007

Kosovo Municipal Integrity

Questions and Answers

SOL No. 72016721R00007 Koso

1. Section L.9 (page 95) of the RFP requires submission of SF-33. From our past experience

USAID typically provides a prepopulated SF-33 within the RFP. Could USAID please provide this form or provide the offeror with data necessary for the offeror to populate the SF-33?

USAID Response: Yes. Please see attachment 6.

2. Section L.9 (Page 95) states “The budget narrative must explain the cost element breakdown for the proposed interventions and program activities under each objective of SOW.”

However, cost element breakdowns by interventions and program activities are subjective and difficult for USAID to compare offerors. Would USAID consider revising the requirement to cost element breakdown at objective level, this will allow USAID to have comparable view across offerors?

USAID Response: This requirement will stay as it is. The purpose of this requirement will be used by the Government to inform its cost realism analysis, not to compare offerors’ proposals.

3. Please confirm that electronic signatures are acceptable, including in cases where “original” signatures are specified in the RFP, such as the SF33 required in Part 1 of the Cost Proposal.

USAID Response: USAID confirms that electronic signatures are acceptable.

4. Could USAID please provide most recent Local Compensation Plan (LCP)?

USAID Response: USAID provided the minimum and maximum range of Kosovo’s LCP in Section L.9(b)(2) and will not share the LCP itself. Offerors should establish positions and respective salary ranges based on their policies and practices. The offerors are required to submit the activity compensation plan with the proposal.

5. Could USAID please confirm that contractors can propose payment of base fee based on project deliverables only, considering award fee pool already provided result-oriented incentives for contractor’s implementation?

USAID Response: The offerors must propose a payment schedule of the base fee based on the activity deliverable. Furthermore, offerors must propose the allocation of the Award Fee

Pool for each evaluation period as presented in the table in Section B.8. The award fee will be paid based on the contractor’s performance as described in Section B.8 and Award Fee Plan.

6. Section L.9(b)(4)(iii) (page 97) of the RFP requires submission of audited balance sheets and profit and loss statements for each cost-reimbursement or time-and-material type subcontractor without a NICRA. Considering that many subcontractors may be small businesses and local partners (who may not meet auditing standard threshold), and to enhance USAID’s participation in the New Partner Initiative, please confirm that proposed subcontractors without *either* a NICRA *or* audited financials may submit alternate costing methodologies (such as fixed multiplier, directly charged methodology etc.) in order to justify their indirect rates.

USAID Response: If the proposed subcontractors don’t have a NICRA or audited financials may submit alternate costing methodologies, such as fixed multiplier, directly charged methodology etc. to justify the applied indirect rates.

7. Section L.9(d) (Past Performance Information, page 98) refers specifically to “contracts” when requesting Offerors’ relevant project experience. Please confirm that other mechanisms, such as cooperative agreements and grants, may also be used to demonstrate relevant experience.

USAID Response: Yes, Offerors may include awards other than “contracts”. However please ensure that “For prior contracts not in the Contractor Performance Assessment Reporting System (CPARS), offerors (including all partners of a joint venture) must use the “Past Performance Information Sheet” (included as Attachment 2) to list past performance information for itself and each major subcontractor”

8. L.9.(d) (Past Performance Information, page 98) requires applicants to submit past performance information for contracts not in CPARS using the “Past Performance

Information Sheet” (Attachment 2). May Offerors add columns to Attachment 2 to include other pertinent information such as Project Name and Period of Performance?

USAID Response: Yes. Offerors may adjust the structure as long as all the requested information is included in the form.

9. Section L.9(f) (Cost Proposal Instructions, Part 6 – page 98) states “Offeror(s) must submit a

Branding and Marking Plan separately, only upon the explicit written request of the

Contracting Officer.” Please confirm that Offerors should *not* submit a BIP/MP with their proposals.’

USAID Response: USAID confirms that a BIP/MP should not be submitted as part of the proposals.

10. Section M.5 (page 101 – Evaluation of Past Performance) indicates that utilization of small businesses will be evaluated; however, not all projects’ CPARs contain a relevant rating.

Please confirm that Offerors may fully address this factor by submitting the customary

“small business utilization” information as an annex to the cost proposal.

USAID Response: As stated in Section M.5 (4) “The contractor performance information determined to be relevant will be evaluated in accordance with the elements below”. It is not necessary to submit an annex to provide information of small business utilization, however if

Offerors prefer to submit the information, they may do so as an annex to the cost proposal.

Clarification of Question Q.12 in Amendment 02 of the RFP.

USAID indicates that “because there are four designated objective leads then one of the objective leads *should/has to be* a non-key staff (since there should only be 5 Key Personnel).” The use of the phrase “has to be” appears to contradict Page 94 of the RFP which states that, “Offerors may propose that an individual serve as leader of more than one objective, as long as this is clearly explained in the staffing plan.”

USAID Response: The Offerors have the flexibility to assign objective leads amongst the key personnel positions in line with their technical and staffing approaches.
