Q&A Amendment 02 of the SOL #72016721R00005 Social Contract Activity

Q.1 The response to question 4 of Amendment 1 Q&A asking the mission if subcontractors may staff key personnel stated, “it is encouraged that the Key Personnel be employed by the prime in order to maintain the privity of contract with the prime and ensure appropriate lines of reporting.” It is noted that assigning key personnel to local subcontractors will create unnecessary management challenges.

However, in regard to the major partner (implementation or learning partner) specified in the RFP, would that partner be able to have selected key personnel positions? Given this partner will have significant input towards the implementation of the project (including leading implementation or learning aspects), it will likely be the case that relevant key personnel will be staffed by the partner defined in a prime – major subcontractor relationship. This is arrangement is common among development project partnerships and do not cause management or technical issues.

Can the Mission please confirm if this is allowed?

A.1 Yes, key personnel positions can be proposed either from the implementing or learning partner, even if one of the partners is in a prime – major subcontractor relationship.
