Notice of Intent for Other than Full and Open Competition
Solicitation Number: 1012-2022-AgProgram
Notice Type: Special Notice
Agency: US Agency for International Development (USAID)
Office: Regional Contracting Office
Location: USAID/Caucasus
USAID intends to negotiate a non-competitive, six month extension to contract number 72011418C00001 for the USAID Agriculture Program with Cultivating New Frontiers in Agriculture (CNFA). This contract was originally awarded to using full and open competition on September 24, 2018 with an end date of September
23, 2023.
This time and cost extension will enable the contractor to continue delivering specialized and essential services substantially similar to those being performed under the award’s scope of work (SOW). The extension will expand existing activities that seek to strengthen commercial linkages with new and high-value international markets by supporting the export-readiness of Georgian agribusinesses, identifying qualified buyers and generating leads in target markets, and participating in international trade fairs. The extension responds to the current needs of Georgia’s agricultural sector, whose exports, including wine, have been severely impacted by the war in Ukraine.
USAID/Georgia intends to negotiate with only one source (CNFA) under the authority of AIDAR 706.302-
70(b)(5), which permits “award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays”. The extension will extend the period of performance of the contract by an estimated six months from
September 23, 2023 to March 22, 2024, and include an increase to the Total Estimated Cost (TEC) of the contract by an estimated $2,450,000.
This is not a request for proposals. However, the Government may consider all expressions of interest received within fifteen (15) calendar days after the date of publication of this notice. A determination not to compete this proposed follow-on contract based upon responses to this notice, if any, is solely within the discretion of the Government. Information or responses received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Therefore, any responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to USAID and would not hinder USAID/Georgia objectives. Please direct any responses to this notice to Mr. Sam Kraegel, Contracting Officer, at skraegel@usaid.gov with a copy to Ms. Yana Adelberg, A&A Specialist, at yadelberg@usaid.gov.
Sincerely, Sam Kraegel
