About this file
This is Amendment 0001 to solicitation 72011125Q00001 for USAID's Learning and Evidence Platform in Armenia. The amendment provides answers to questions from prospective vendors and makes modifications to the original solicitation.
Key clarifications include: only one prime contractor will be awarded the BPA though subcontractors can be added for specific call orders; the BPA and first call order will be awarded simultaneously or within 1-2 days; technical proposals must address specific topics listed in sections 5.4(a)-(d); institutional capacity must address the overall BPA scope; certifications and statements must be included with the price quote rather than technical proposal; and cost proposals must be in Excel with narratives in Word, though no specific template is required. The amendment also clarifies that subcontractors must submit detailed cost breakdowns to the prime contractor rather than directly to USAID. The CSO Capacity Assessment under the first call order must begin 20 days after the call order award.

Questions Answers 1 If we apply in partnership with several organizations, is there a recommended form of agreement (e.g., contract, memorandum of understanding) for establishing such partnerships, or are we free to use our own format?
USAID has no preference, but there can only be one prime offeror/supplier. USAID will issue the BPA to a single entity, not to multiple ones. It is the prime offeror/supplier's responsibility to manage its subcontractor relations.
2 Are there any specific restrictions or requirements regarding subcontracting with local or international organizations and/or experts?
This question is too broad for USAID to answer meaningfully. At a minimum, offerors/suppliers must review “Limitation on Subcontracting to Non-Local Entities (July 2014)” and comply with that clause.
Offerors/suppliers must also review other clauses/provisions in the BPA that may be applicable.
3 The RFQ indicates that information about subcontractors is relevant only for the overall BPA.
However, what if subcontracting varies across specific BPA Call Orders? How can we add or remove subcontractors for different Call Orders while remaining compliant with the BPA terms?
Additional subcontractors may be added to specific call orders if and when necessary, as identified by the BPA holder.
4 The description of the cost proposal is brief, with limited details on pages 26 and 27 of the RFQ.
Beyond the Firm Fixed Price budget for the 1st Call Order, is additional information required?
No additional information is required.
5 Is there a budget template or format that USAID prefers for both the cost proposal and cost narrative?
There is no required or suggested template. The cost proposal must be done in MS Excel. The cost narrative must be done in MS Word.
6 The RFQ states that subcontractors must provide detailed cost breakdowns (e.g., salary, fringe) in the Firm Fixed Price budget. As we treat such information as proprietary, would it be acceptable for subcontractors to:
• Submit an alternative loaded budget presentation?
• Submit their detailed budget information directly to USAID?
• It is not clear what this means. The budget must be submitted in accordance with the RFQ instructions.
• No, organizations interested in subcontracting to an Armenian prime are strongly encouraged to build meaningful relationships built on trust with the Armenian prime organization, which enables them to share such information. USAID also does not want to receive separate budgets for every call order, which would require the administrative management burden for the Armenian BPA holder and for USAID.
7 On page 4 of the Call Order, the CSO Capacity Assessment is scheduled to begin 20 days after contract award. Is the current assessment proposal considered final, or would there be an opportunity for revision post-award?
The current assessment proposal is considered final, but USAID reserves the right to request revisions.
8 USAID requests a technical approach for the 1st Call Order instead of the full BPA Statement of Work.
The BPA and 1st Call Order will be awarded simultaneously, or at most within 1 or 2 days of each
Does this mean the BPA and the 1st Call Order will be awarded simultaneously? If so, is it correct that the assessment must begin 20 days after the award, as described on page 4 of Attachment 2?
other. The 20 days begins when the call order is awarded.
9 Should the BPA technical proposal address all potential areas of the BPA scope (MEL, CLA, evaluations, capacity building), even if they are unrelated to the 1st Call Order?
Per section 5.4, offerors/suppliers must address the specific topics listed in (a) to (d) only.
10 Should the institutional capacity section focus on the overall BPA scope or primarily address the capabilities required for the 1st Call Order?
Per section 5.4 (b), the institutional capacity must address the overall BPA scope.
11 Should the BPA and 1st Call Order proposals be sent as separate emails, or can they be bundled together in one submission?
The technical parts (section 5.4. (a) to (d) together make up the technical proposal and are one document that is submitted in one email.
12 The RFQ specifies that a complete quote must include:
• A: Certifications and statements;
• B: Technical offer;
• C: Price quote.
• While B and C must be submitted in separate emails, can A be included with the technical offer? If so, should it be attached as an annex or submitted separately?
Certifications and statements must be included with the price quote.
13 The RFQ outlines the assessment methodology but does not specify evaluation weighting for the 1st Call Order proposal. Could you clarify the criteria and their relative importance?
The weighting is provided in section 6.2.
