RFP #7200AA24R00005
SOLICITATION NUMBER: 7200AA24R00005
ISSUANCE DATE: November 14, 2023 QUESTIONS DUE DATE: November 22, 2023 CLOSING DATE: December 14, 2023
CLOSING TIME: 5:00 PM EST
SUBJECT: Amendment No. 1 – Solicitation for U.S. Personal Services Contractor (USPSC) Senior
Development Advisor for Europe & Eurasia Country Affairs (EECA) office, in the Bureau for Europe and Eurasia (EE).
Dear Prospective Offerors:
The purpose of this amendment to the subject solicitation is to provide responses to the question received as of the due date of questions indicated above.
Question 1. What is the starting date for this position?
USAID Response: The starting date is as soon as the hiring process can be completed and the candidate receives security clearance.
Question 2. If certification is required for AOR/COR, will the training happen prior to being deployed?
USAID Response: AOR/COR certification is not necessary, but a bonus.
Question 3. How many local staff are already employed by the program? Will the PSC be responsible for selecting/hiring local staff?
USAID Response: There is one locally employed USAID staff member. We do not foresee any further hiring.
Question 4. What is the proposed arrangement for housing? Will State/Consulate help with that, or does the PSC need to find their own housing? Furniture? The solicitation did not mention shipment of effects/car/consumables. Is that foreseen?
USAID Response: State/Consulate will assist with housing arrangement. Shipment of effects/car/consumables is covered by USPSC General Provision #10 “Travel and Transportation Expenses (Jul 1993)”.
Question 5. Will the contract cover the cost of shipping a pet? I noticed that this was recently approved for USDH staff.
USAID Response: Cost of shipping a pet is currently not a reimbursable allowance for USPSCs (as it is for USDHs), per AAPD 21-05 Revision 1, dated November 13, 2023.
Question 6. Which office provides A&A support for the Greenland Program? EXO support?
RFP #7200AA24R00005
USAID Response: A&A and EXO support are provided by USAID/Bosnia.
Question 7. I am interested in such a position. One of the main conditions is having US citizenship. I want to check before applying if such positions are also open for holders of permanent residencies in the US. Appreciating your quick response.
USAID Response: This position is open to U.S. Citizens Only.
Sincerely, Viktoria Stott Hollosy Contracting Officer USAID – M/OAA/OD/Foreign Operations Currently at M/OAA/RM/AEM
