Please find responses to your inquiries below for consideration, we hope you find the responses helpful. Thank you and we look forward to your submission!

GENERAL

1. Would a memo from my Security Manager validating my secret clearance suffice, or Do I still need to complete SF 86 or 85?

USAID Response: The referenced forms are only to be completed upon instruction should an offeror be selected for the contract award. Please see Section IV of the solicitation for details on submission package requirements.

2. Is the potential awarded contractor required to live in or relocate to the D.C area?

USAID Response: The requirement is for the candidate to live within the DC commuting area and come into the office up to three (3) days per week. Current information about USAID telework can be found in ADS 405.

3. Do you expect the candidate to reply directly to this solicitation?

USAID Response: The SAM announcement for the PSC Position Solicitation Number: 7200AA23R00107 for which you are inquiring that you mentioned is a personal services contractor (PSC) position and, therefore, not available for companies. A company cannot act on behalf of the individual in the pursuit of a PSC contract as the contract is for an individual and not a company. See FAR Clause 52.203-5 Covenant Against Contingent Fees.

4. Will this be a contractor position or direct hire?

USAID Response: A PSC is an individual who enters into a contract that generally establishes an employer-employee relationship with USAID. The individual appears, in many respects, to be a Government employee; however, USAID’s PSCs are legally not USG employees for the purpose of any law administered by the Office of Personnel Management.

5. At a time during the duration of the contract will travel be required, i.e. quarterly travel?

USAID Response: No, travel will not be required outside of the DC locale over the duration of the contract.

ITEM 7 - PLACE OF PERFORMANCE

1. This solicitation states its location is Washington D.C. (Telework). Is the requirement for a candidate to live in the area so the candidate can come into office weekly or can it be telework with occasional (flying in) visits?

USAID Response: The requirement is for the candidate to live within the DC commuting area and come into the office up to three (3) days per week. Current information about USAID telework can be found in ADS 405.

ITEM 9 - ELIGIBLE OFFERORS

1. Is my company qualified to submit a proposal for the above-mentioned solicitation?

USAID Response: The SAM announcement for the PSC Position Solicitation Number: 7200AA23R00107 for which you are inquiring that you mentioned is a personal services contractor (PSC) position and, therefore, not available for companies. A company cannot act on behalf of the individual in the pursuit of a PSC contract as the contract is for an individual and not a company. See FAR Clause 52.203-5 Covenant Against Contingent Fees.

A PSC is an individual who enters into a contract that generally establishes an employer-employee relationship with USAID. The individual appears, in many respects, to be a Government employee;

however, USAID’s PSCs are legally not USG employees for the purpose of any law administered by the Office of Personnel Management.

On the other hand, USAID does have business opportunities for companies. You will be able to find most of them on the same SAM.gov website.

SECTION IV - SUBMITTING AN OFFER

1. I completed form 309-2 but there are no instructions on where to submit the completed form.

https://www.usaid.gov/sites/default/files/2023-07/405.pdf

USAID Response: Regarding the 309-2 it should be completed as the cover for your submission. As item 2 in that section states, "Offers must be received by the closing date and time specified in Section I and submitted to the Points of Contact in Section I."

2. Per #4 regarding form AID 302-3, the link does not redirect.

USAID Response: In addition the format for your submission package is outlined in item 3 but the form number is incorrect. Form 302-3 is incorrect... thank you for highlighting the error. The text should read as follows: " A resume must be attached to the AID 309-2. Resumes must contain sufficient information to make a valid determination of meeting experience requirements as stated in this solicitation. This information should be clearly identified in the resume. Failure to provide information sufficient to determine qualifications for the position will result in loss of full consideration. Resume must include paid and non-paid experience, job title, location(s), dates held (month/year), and hours worked per week for each position. Dates (month/year) and locations for all field experience must also be detailed. Any experience that does not include dates (month/year), locations, and hours per week will not be counted towards meeting the solicitation requirements. Resume should also include, specific duties performed that fully detail the level and complexity of the work, education and any other qualifications including job-related training courses, job-related skills, or job-related honors, awards or accomplishments, transcripts and/or certifications must be attached, a brief appendix or cover letter that demonstrates how prior experience and/or training address directly the evaluation criteria should be attached and names and current contact information of three professional supervisory references that have knowledge of the applicant’s ability to perform the duties set forth in this solicitation."

3. Per #5 instructing to visit the System for Award Management, the link does not redirect.

USAID Response: There are 2 links in under item 5, one for the FAR clause and another for SAM. The SAM link is functional (https://www.sam.gov) but the FAR link regarding SAM is not, which is what is pictured as it routes to Acquisition.gov. Here is the corrected link for reference: https://www.acquisition.gov/far/52.204-7.

4. Section IV, # 4 of the solicitation mentions that a resume must be attached to the AID 302-3. However, the AID 302-3 has an expiration date of 2/28/2018. Is it acceptable to attach resume to form AID 309-2 as it is titled the same as AID 302-3: Offer Information For Personal Services Contract? Or should I still attach the resume to the expired form AID 302-3?

USAID Response: Yes. That was a clerical error as noted in response #2 in this section. Form 309-2 is the appropriate form to use.
