AMENDMENT #01 TO SOLICITATION #7200AA18R00012, SWIFT 5 IDIQ
The following revisions are hereby incorporated into this solicitation:
1. Page 10, Section B.7.1 (b) – please delete: “Approved labor rates for all labor will be negotiated under Task Orders at equal to, or lower than, the CDRs” and replace with “Approved labor rates for the labor categories and levels provided below and in Section B.7.2 will be negotiated under Task Orders at equal to, or lower than, the CDRs.”
2. Page 10, Section B.7.1 (d) – please delete: “The single unburdened ceiling daily rate for each labor category/group below represents the mid-level and senior level rate in each category/grouping. One unburdened ceiling daily rate for each labor category/grouping is included in the contract to provide more flexibility under task orders. If junior-level personnel are required under task orders, they must be proposed at rates below the unburdened ceiling daily rate.”
And replace with: “The unburdened ceiling daily rates for each labor category/group below represent the senior-level, mid-level, and (for some) junior-level rate in each category/grouping.
Two or three levels of unburdened ceiling daily rates for each labor category/grouping are included in the contract to provide more flexibility under Task Orders. If junior-level personnel are required under Task Orders for labor categories listed below for which no junior-level rates are established, they must be proposed at rates below the mid-level unburdened ceiling daily rate.”
3. Page 137, Section I.1 – Please delete the reference to FAR 52.219-7. In addition, in Section I.1 please add a reference to FAR 52.219-6, with a footnote that reads, “This clause only applies to the SWIFT-Support component.”
4. Page 176, Section L.8.2.1.A “Resumes” – please delete “Offerors must submit two (2) illustrative resumes for two (2) of the Senior Management Team members required in the case study: Chief of Party (senior-level) and Operations Manager (mid-level)” and replace with “Offerors must submit two (2) illustrative resumes for two (2) of the Senior Management Team members required in the case study: Chief of Party and Operations Manager.”
5. Page 9 of Attachment J.6 “Key Personnel” – after “Chief of Party (non-CCN)” please delete “, senior-level” after “Operations Manager (non-CCN)” please delete “, mid-level” after “Regional Program Manager – Vella (non-CCN)” please delete “, mid-level” after “Transition Advisor (non-CCN)” please delete “, senior-level”
6. Page 195 of Section L.10, Part 2 “Fee and Indirect Cost Matrix” – please delete the sentence reading “The prime Offeror and each major subcontractor must propose ceiling indirect cost rates” and replace with “If not a Small Business Offeror, the prime Offeror and each major subcontractor must propose ceiling indirect cost rates”.
7. Page 210 of Section M.3.2.1 “Subfactor 1.A – Case Study Approach to Task Order
Implementation and Operational Structure,” – please replace the second paragraph of
AMENDMENT #01 TO SOLICITATION #7200AA18R00012, SWIFT 5 IDIQ
page 210 with [added language underlined]: “The importance of the organizational structure and clear lines of communication are crucial. USAID’s evaluation of this factor will also focus on (1) the Offeror’s ability to demonstrate how the Transition Advisor in the Case Study will effectively manage multiple reporting relationships and remote management; (2) the Offeror’s ability to delineate supervision, duties, responsibilities, management and reporting relationships of the Transition Advisor with the OTI Country Representative and with the OTI Patriam Concordia Program (SWIFT-Programs Contractor) staff, home office(s) and sub-contractor(s) if applicable, as detailed in the proposal and the Roles and Responsibilities Matrix; and (3) the role that the Task Order Manager will play.”
8. Page 214, Section M.8 – Please delete this paragraph in its entirety and replace with the following:
“As indicated in the solicitation, USAID may award seven (7) IDIQ contracts for the SWIFT-Programs component, which may include 1-2 for small business reserve awards.
Proposals from all offerors (regardless of small business status) will be evaluated together. Decisions regarding the 5-6 IDIQ contracts that are not reserved for small business concerns will be made before decisions are made regarding the 1-2 IDIQ contracts that may be awarded under the small business reserve. If one or more small business concerns are selected for award from the pool of 5-6 IDIQ contracts that are not reserved for small business concerns, other qualified small business proposal(s) may be selected for the 1-2 IDIQ contract(s) that are reserved for small business concerns.”
9. Attachment J.3 – On page 1, IDIQ Manager “Qualifications”, please delete “Minimum of six
(6) years of recent project management experience”, and replace with “Minimum of five
(5) years of recent project management experience.”
10. Attachment J.7 – please see attached revised template, which corrects formula errors.
11. Attachment J.13 – please see attached revised template, which includes updated instructions, and which removes Rows 23 and 29.
12. Attachment J.14 – please see attached revised template, which includes updated instructions, and which removes Rows 15 and 21.
13. Attachment J.17 – please see attached revised template, which includes updated directions and deletes the column for fringe ceiling.
14. Attachment J.18 – please see attached revised template, which includes updated directions and deletes the column for fringe ceiling.
15. Attachment J.22 – please see attached template.
