About this file

This document provides a labeling guide for a data cabling project at the USAID Residential Compound in South Sudan. It details the labeling schema for telecommunications rooms, equipment racks, pathways, manholes, outlets, and patch panels. Labeling materials including cable flags, border label sheets, and riveted stencil markers are specified. The guide addresses labeling best practices such as durability, readability, and approval of samples.

The related federal contract opportunity is a request for proposals from USAID South Sudan for a data cabling project at their Residential Compound. Vendors are sought to provide labor, materials, supervision and documentation for installing fiber optic and copper cabling throughout the compound in accordance with the labeling guide and applicable standards. Proposals are due by the specified solicitation number and award will be made to a responsible offeror whose proposal meets requirements and offers the best value to the government.

Identifier Descriptions

Component to be labeled
Description of identifier
Example

Telecommunications spaces

· Telecommunications / Cabling room
This should include a combination of the name of the block and floor

The label should be at the top of the entrance door so as to be visible to someone who wants to access the room

AL0

Represents the cabling room in Alamo Ground Floor

· Equipment Rack
This should include a combination of the name of the block and floor and a sequential identification with a single letter starting from ‘A’ through to ‘Z’
AL0.A

Represents a cabinet located in the first space of a row of the AL0

Pathways

· Inter-building and backbone pathways
· Ducts are multipurpose. Name the general area, route and name duct based on that. The total number of ducts and the specific duct number

· Labeling Scheme: Duct(D) / Tray (T)+TotalNo.ofDucts(U(x())+SpecificDuct(U(x(y)) (Route Name) (Specific Block)

· Specific Block tag applies only to the ducts / manholes that are specifically for a particular Block

D(3(2)) (AO<>IT1)

Represents a duct number 2 out of 3 on Route Alamo to IT room 1

T(1) (GYM)

Represents tray number 1 out of 1 at the Gym

D (1)( (AL<>OSF) OSF)

Represents a duct on Region Alamo<>OSF only that is specifically for Orange Safe House

· Manholes
· Manholes are multipurpose. Name the general area and name manhole based on that

· Labeling Scheme: Manhole/Manhole Number (Route Name <> Specific Block)

· Specific Block tag applies only to the ducts / manholes that are specifically for that Block

MH3 (SR<>IT1 )

Represents manhole number 3 at Server Room<>IT Room 1 route of the RC

Outlets and Cabling

· Patch panel /enclosure
The termination enclosures and patch panels for fiber optic and horizontal cables are to be each assigned with a unique sequential identifier of the form “A”, “B”, “C”, etc

Building(V)+TelcoRoomFloor(F)+Rack#(Rx)+Number(01)

AL0.1.FP01

(Alamo+Rack01+FiberPP01) Represents patch panel number 01 for termination of fiber cables at Alamo ODF Port 1

· Data Outlets
This should include a combination of the wing, the floor number and unique identifier
H28.1.4

Represents an outlet on the First floor. Outlet number 4

Assumptions of Pathway General Area Naming Regions / routes defined in attached Fiber Route Drawing

· AL – Alamo Area

· CH – Court Houses Area

· GYM- Gym and Tukul Area

· TH - Townhouse Area - Lower Concourse East Region

· (AL<>CH) – Region between Alamo and Court Houses

· (TH<>H5) – Region between Town Houses & House 5

· (Motor Pool) – Region between Fire assembly, House 2, EX3 and blocks 16 / 17

· (SR<>EX4) – Region adjacent to the street from Server room to EX4

Labeling Materials

Cable Type
Illustration
Description
1
Cable Flags – Cables, and Patch cords
· Colour: White
· Size - Width (mm): 25.40 Mm / shall be similar in proportion to the illustrationsComment by Daniel Clements: What in proportion?

· Material: Halogen free, white polyester flag-style label marker for cable labeling.

· A permanent adhesive label

· UL 969 recognized

2
10x30 mm border label sheets – telecommunication room, rack, Patch Panels and Data Outlets

· Color: Black Text on White

· Size - Height (mm):10.00 mm / shall be similar in proportion to the illustrations

· Size - Width (mm):30.00 mm / shall be similar in proportion to the illustrations

· polyester, adhesive label Comment by Daniel Clements: Is UL 969 relevant to border label sheets?

If so, please include it.

3
Riveted Stencil Markers – Ducts, Cable trays &Manholes
· All materials used in the manholes, cable trays, and ducts shall be resistant to corrosion.Comment by Daniel Clements: and oxidation (since this would interfere with the ability to read labels and other information)
· Pre-printed plates with the correct details which then will be riveted on the side of the cable trays, and on the inside of the manhole (On the concrete and not on the manhole covers)Comment by Daniel Clements: Is UL 969 relevant to riveted marking?

If so, please include it.

Additional Notes:

1. Outlets located in ceiling spaces are to be provided with standard labeling. In addition to this an additional label fixed to the ceiling grid or access-hatch surround is also required.

2. Each outlet is to be clearly labeled on the front face of the outlet plate using a permanent Concrete adhesive label, printed in black print on white or clear backing. Where a wall plate contains more than one outlet, there is to be a separate label for each outlet. Each label is to clearly indicate which sockets belong to each outlet. Comment by Daniel Clements: Is an outlet defined as one receptacle input, or by gang, jack, or something else?

3. A data outlet should be marked with the same identifier at the termination point in the patch panel

4. All identifier labels shall be of a size, color, and contrast to be readily visible by those maintaining the system. Labeling shall be accomplished via machine printed labels. Text on labels should be a font without serifs, upper case and large enough to be easily read.

5. Labels should be resistant to environmental conditions likely to be encountered where they are installed, such as moisture or heat, and should be designed to have a useful life equal or greater to that of the component labeled.

6. Client shall approve a sample label for all cabling installations. Lack of pre-approval may result in re- labeling at the vendor’s expense.

7. Telecommunication room identifier labels may be installed on the interior of a room at the primary access point

8. Labels shall be installed at every point of transition between conduits, raceways, cable trays, and access points.

9. Labels shall be durably affixed to both ends of each cable conspicuously displayed just prior to each cable being routed into the termination device. Where cables are diversely routed label colors or other form of identification shall be used to reflect cable route diversity.

10. All backbone cables shall be labeled with physical, logical, and pathway identifiers.

11. Labels shall be able to withstand high and low temperatures without detaching.

12. Labels in exterior spaces shall be able to withstand extended submersion.

13. The rack label shall be fixed in the middle of the top crossbar of the rack.

14. Cable ducts to be labeled at every manhole.

Comment by Daniel Clements: Should a hard chisel also be illustrated?

Need some writing instrument for the stencil plate.
