About this file

This is Addendum #01 issued by the Virginia Department of Behavioral Health and Developmental Services (DBHDS) for RFP-86994, seeking a Public Assistance Cost Allocation Plan (PCAP) Consultant. The addendum modifies reporting and delivery instructions and provides Q&A responses for the RFP originally issued on February 3, 2025. Proposals are due March 3, 2025 at 10:00 AM, with a pre-proposal conference held on February 13, 2025. Key deliverables include a kick-off meeting within 10 business days of contract execution, bi-weekly meetings, an audit report within 30 business days of kick-off, a recommended improvement report within 15 days of the audit report, and quarterly updates to the Claiming Narrative Template.

The current incumbent is Berry, Dunn, McNeil & Parker LLC with an estimated annual contract value of $90,000. DBHDS is not providing a specific budget for this contract and is requesting offerors to propose estimated costs. The department currently uses Excel for cost allocation but will consider vendor-suggested software platforms. The vendor will be responsible for completing quarterly claiming template updates and providing annual improvement recommendations to maximize reimbursements. DMAS may challenge narrative updates or costs included in the claiming template. The bankruptcy filing requirement has been reduced from 5 years to 3 years of history.
