About this file

This is a Questions and Answers amendment (Amendment 0003) to a federal contract solicitation for the removal and recycling of concrete sinkers located at USCG Base Portsmouth.

The solicitation involves removing an estimated quantity of concrete sinkers varying in size up to 5'x5'x4', with weights ranging from 10,000 to 18,000 pounds, most commonly 12,000 or 18,000 pounds. The units contain embedded rebar or steel. The staging location is the waterside buoy yard on USCG Base Portsmouth, with permitted working hours of 0700-1400 Monday through Friday. The Government will be responsible for all crane operations, rigging gear, and certified riggers. Truck staging is at the waterside buoy yard with no pier deck load rating or axle weight restrictions and no truck length or routing restrictions. Driver security clearance requirements include U.S. citizenship, no felonies, and possession of a real ID. Coast Guard personnel will provide escorts from the gate to the staging area. The approved recycling facility and material qualification as clean concrete for recycling purposes are addressed in the Statement of Work (SOW). Site-specific safety plan requirements are detailed in Section 15 of the SOW. Job Hazard Analysis (JHA) submission is not required. Insurance requirements must comply with Homeland Security Acquisition Regulation (HSAR) 3052.228-70, with the United States Coast Guard and future contract number referenced as certificate holders.
