In an effort to meet sustainability standards, the Federal Government seeks products meeting following Federal and Non-Federal, Multi-Attribute Standards and Ecolabels for each product line in support of this requirement to the maximum extent practicable:

Recovered Material:
Office furniture includes seating, desks, storage units, file cabinets, tables, and systems furniture (or "cubicles") used in virtually all federal offices. Most office furniture is made of wood or steel but may include other materials in their manufacture, including polyethylene terephthalate (PET) in fabrics; plastic integrated into components such as laminated work surfaces and arm rests; aluminum; particle board; and medium-density fiberboard (MDF), which is thicker than particle board. Furniture also can be refurbished or remanufactured.
THE GENERAL SERVICES ADMINISTRATION POLICY IS TO SEEK THE HIGHEST PERCENTAGE OF RECOVERED MATERIAL, INCLUDING POST CONSUMER RECOVERED MATERIAL, WHICH IS COMMERCIALLY AVAILABLE. PROCUREMENT PREFERENCE WILL BE GIVEN TO ITEMS WITH THE HIGHEST POST CONSUMER MATERIAL CONTENT WITHIN REASONABLE COST.
Regulatory requirement: The contractor shall certify, in accordance with the EPA Comprehensive Procurement Guidelines, compliance with the following recovered material recommendations if contained in the product:

1The recommended recovered materials content levels for steel in this table reflect the fact that the designated item is generally made from steel manufactured in a Basic Oxygen Furnace (BOF). Steel from the BOF process contains 25-30 percent total recovered steel, of which 16 percent is postconsumer steel.
2Particleboard and fiberboard used in the wood components of office furniture may also contain other recovered cellulosic materials, including, but not limited to, paper, wheat straw and bagasse. The percentages of these materials contained in the product would also count toward the recovered materials content level of the item.

Quality Assurance Clause:
The methods of fabricating, assembling, finishing and raw materials used shall be in accordance with the best commercial practice. All parts shall be free from any defects which may adversely affect the proper operation and serviceability.
Packaging/Packing:
Each item shall be packaged to provide protection against loss or damage during shipments, handling, and storage, and comply with the latest revision of ASTM D3951 Standard Practice for Commercial Packaging.
Where special or unusual packing is specified in an order, but not specifically provided for by the contract, such packing details must be the subject of an agreement independently arrived at between the ordering activity and the Contractor.
Marking:
For civilian destinations - In accordance with FED-STD-123H, dated August 8, 2007. For military destinations - In accordance with MIL-STD-129R, dated February 18, 2014. Bar code marking shall be included for both civilian and military destinations.

Additional Markings Required:
Arrows or prominent marks shall be placed on all 4 sides of each shipping container to indicate the position in which the container shall be handled during shipment. One side panel shall be marked with the appropriate package certificate. The word “UP” shall be placed at the point of the arrows in letters at least 2” in height on all four sides. The side panels of each shipping container shall be plainly marked as follows:

Palletization:
The item(s) shall be packaged and packed to afford adequate protection against physical damage during shipment from the supplier to the first receiving activity. The pack shall comply with the rules and regulations applicable to the mode of transportation. If pallet or skid is used for shipping, it shall be made in accordance with normal industry standards. In the event a wood pallet or skid is used for shipping, the requirements of GSAM 552.211-89, Non-Manufactured Wood Packaging Material for Export, shall apply.
