About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition form for the purchase of commercial products under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.

The Coast Guard seeks to procure six centrifugal pump units (Part Number 5700243, NSN 4320-01-273-9350) at an estimated total value of $69,927.30 ($11,654.55 each). The pumps are sewage discharge units for the 210 WMEC (Weather Buoy Tender/Coastal) vessels and are listed on Allowance Parts List 01585680B3. The suggested sole source is EVAC North America (UEI: N6P1AGPMV456), located at 1445 Huntwood Drive, Cherry Valley, Illinois, with point of contact Heather Gunsul (815-639-7712, Heather.gunsul@evac.com). The justification cites "Only One Source Is Available" as the authority, noting that failure to maintain adequate pump inventory would compromise vessel operational capabilities. The rationale emphasizes that the original equipment procurement included no manufacturer drawings or detailed specifications, making EVAC the only known manufacturer with the necessary design specifications, testing procedures, quality assurance capability, and documentation to produce compatible pumps. Procurement of alternative pumps would require re-engineering and potential modifications to electrical or piping systems, creating additional government costs. No fair and reasonable price determination method was selected on the form. The document was signed by Craig Faw (Equipment Specialist, MECPL-SUPPLY) on 10/29/2026 and by the Contracting Officer on the same date.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

1. The pumps are the sewage discharge pumps on the 210 WMEC’s. Failure to maintain adequate stock of pumps to support the vessels would lead to loss of operational capabilities of the Coast Guard. The pumps provide the means to discharge the ships’ sewage in support of the ship’s crew hotel systems. The pumps are on Allowance Parts list (APL) 01585680B3 Sewage Discharge Pumps. Any deviation from these pumps could cause additional costs to the government to re-engineer, dual stock, warehouse and re-provision spare parts for similar pumps. Procurement of other than the above reference pump would require a re-provisioning effort and will not guarantee the form, fit and function resulting in a need to modify the electrical or piping system resulting in an additional cost to the government. When Coast

Guard purchased the original equipment there were no requirements for manufacturer’s drawings, detailed parts lists, design or testing procedures. The OEM is the only known manufacturer that has techniques, design specifications, testing, quality assurance capability, and documentation necessary to manufacture the compressor as used onboard Coast Guard Cutters.

COR will continue to conduct market research with a focus on locating vendors that are able to meet requirements, however without technical data described above obtaining full and open competition will be very difficult. The

Coast Guard cannot require any vendor to release proprietary information.
