STATEMENT OF WORK (SOW)
FOR
USCG STA Milford Haven Water Treatment Plant Mechanical Overhaul & Equipment Replacement
1.0 GENERAL
Background
The work consists of providing all labor, materials, tools, supervision, and equipment needed to repair and replace equipment at the Potable Water Treatment
Plant located at USCG STATION MILFORD HAVEN, 63 MILL POINT ROAD, HUDGINS, VA 23067.
The station water treatment plant currently has five main issues that need correction:
1. Sand Bed Filter: The sand filter has surface algae and plant growth, and the basin seams are leaking sand. This has dropped the sand bed below the required 12-inch depth.
2. Booster Pump: The current continuous-run distribution pump is worn out and runs hot, damaging the PVC pipe connected to it. It needs to be replaced with a brand-new identical pump, and the heat-damaged piping next to it needs replacement.
3. Water Softener & Pre-Filter: The plant only has one water softener and one pre-filter. If it goes down or regenerates, the station loses water treatment. A second softener and pre-filter are needed for backup.
4. Water Storage Tank: The clean water storage tank does not have a bottom drain valve, making it difficult to drain and clean out iron sludge and sediment.
5. Well Sump Pump: The sump pump in the well pit only works when turned on manually. It needs an automatic float switch and timer to flush automatically on schedule.
Scope
Furnish and deliver all equipment, valves, piping, media, and controls as specified herein. A SITE VISIT SHALL BE REQUIRED to USCG STA Milford Haven, 63 MILL
POINT ROAD, HUDGINS, VA 23067, prior to bid submission to field-verify all dimensions, existing electrical services, piping runs, and equipment clearances.
The Contractor shall:
- Clean out all growth from the sand filter bed, reseal the basin seams with drinking-water-safe sealant, and add clean filter sand to a depth of at least 12 inches.
- Remove the worn continuous-run booster pump and heat-damaged piping, and install one (1) new identical like-kind continuous-run pump.
- Install two (2) new commercial water softeners that alternate automatically (one running, one in standby), along with dual pre-filters.
- Cut in and install a 2-inch bottom drain and cleanout valve on the water storage tank with a quick-connect hose coupling and an air-gapped drain line.
- Repair and rewire the well sump pump with an automatic float switch and timer control box.
- Disinfect, pressure test, and test the water through an accredited lab before returning the plant to service.
OBJECTIVE
Restore full reliability to the station's drinking water system, replace worn components, provide equipment backup, and ensure safe, compliant drinking water for base personnel.
APPLICABLE DOCUMENTS
Compliance Documents
The Contractor shall comply with standard commercial building, health, and plumbing codes:
- National Electrical Code (NFPA 70 / NEC): For all pump and control wiring.
- NSF/ANSI Standard 61: All materials, sealants, valves, and piping touching drinking water must be certified safe for potable water.
- Virginia State Board of Health Waterworks Regulations (12 VAC 5-590): Standards for public water system construction and sanitation.
- AWWA Disinfection Standards (AWWA C651 / C652): Standard disinfection procedures for water pipes and storage tanks.
Reference Documents
The following documents may be helpful to the Contractor in performing the work described in this document:
• Station Milford Haven Water Treatment Plant As-Built Drawings & Piping
Schematics.

2.2 TASK TWO: Sand Bed Filter Cleaning, Resealing & Sand Refill
- Remove Growth: Drain the sand bed filter and remove all algae, weeds, roots, and organic sludge from the sand. Dispose of all waste off-base.
- Reseal Seams: Inspect the concrete walls and floor. Scrape and clean out deteriorated seam sealants and apply a new drinking-water-safe (NSF-61 certified) flexible epoxy sealant along all wall and floor joints to stop sand from leaking out.
- Add Sand: Add clean, washed silica filter sand (AWWA standard drinking water filter sand, 0.45 mm to 0.55 mm size) until the sand bed is evenly graded and at least
12 inches deep across the entire basin.
2.3 TASK THREE: Replace Continuous-Run Booster Pump (Like-for-Like
Replacement)
- Demolition: Disconnect and remove the existing continuous-run booster pump and any heat-damaged piping next to the pump.
- New Pump Installation: Furnish and install one (1) brand-new commercial booster pump that matches the existing unit in horsepower, voltage, phase, flow rate (GPM), pressure (PSI), and mounting footprint.
- Piping Connections: Reconnect the new pump to the station piping using new isolation ball valves and pressure gauges on both the suction and discharge lines.
Replace any deformed or heat-weakened pipe fittings adjacent to the pump.
- Testing: Mount the pump securely to the equipment pad, connect electrical power, verify correct motor rotation, and test that it holds proper operating pressure.
2.4 TASK FOUR: Install Two Water Softeners & Dual Pre-Filters
- Two Alternating Softeners: Furnish and install two (2) commercial ion-exchange water softeners (minimum 90,000 grain capacity each, sized for the station flow).
The units must be linked with an alternating electronic meter control cable so that one softener runs while the other stays in standby or regenerates, providing continuous softened water without interruption.
- Brine Tank: Provide a new heavy-duty commercial salt brine tank with an automatic safety float shut-off.
- Dual Pre-Filters: Install two (2) 20-inch x 4.5-inch heavy-duty sediment filter housings in parallel upstream of the softeners. Include bypass ball valves and inlet/outlet pressure gauges so filters can be changed without shutting off water to the station.
2.5 TASK FIVE: Cut-In and Install Storage Tank Drain & Cleanout Valve
Assembly
- Tank Dewatering: Coordinate with the station to safely drain the water storage tank during an approved maintenance window.
- Cut-In Penetration: Cut an opening into the lowest accessible point of the storage tank and install a watertight, drinking-water-safe (NSF-61 certified) tank penetration flange (minimum 2-inch diameter).
- Drain Valve: Install one (1) new 2-inch full-port quarter-turn ball valve (stainless steel or heavy-duty Schedule 80 PVC). Fit the end of the valve with a 2-inch male cam-lock hose adapter and a locking dust cap.
- Drain Piping & Air Gap: Install drain routed over the nearest floor drain. The drain line must end with an open physical air gap (at least 2 inches above the rim of the drain) to make sure dirty drain water can never siphon back into the tank.
2.6 TASK SIX: Repair & Automate Wellhead Sump Pump Flush Function
- Inspect & Repair: Inspect the well sump pump and replace any worn wiring, switches, or components.
- Automatic Control Panel: Install a weatherproof (NEMA 4X) control box with heavy-duty float switches (Off, On, High-Water Alarm) and an automatic programmable 24-hour / 7-day timer.
