This document is a Questions and Answers (Q&A) file for Solicitation 70Z0G825QBNCR0008, addressing a U.S. Coast Guard Station Washington building repair project. The Q&A provides clarification on technical specifications including flooring (90.0 sq ft of 30mil waterproof luxury vinyl plank), drywall (200.0 sq ft of 5/8" moisture-resistant drywall in specific areas), and insulation (R-13 for walls, R-38 to R-60 for attic spaces).
The solicitation is a 100% small business set-aside for repair work at Building 92 on Joint Base Anacostia-Bolling, involving water damage remediation, flooring installation, insulation, drywall, and painting. Quotes are due by noon Eastern Time on April 8, 2025, via email to Samuel.T.Salerno@uscg.mil. Q & A for Solicitation: 70Z0G825QBNCR0008
1. During the site visit, the quantities are lower than listed in the SOW. Are we required to perform the work as listed in the SOW or are our measurements, which are lower, suitable to use?
A: There’s an error in the SOW for square footage approximation for flooring and drywall. Flooring says 900 sq ft when it’s should to say 90.0 sq ft approximate and drywall was 2000 sq ft should be 200.0 sq ft.
2. Are there any plans/drawings available to show the scope of work? Please provide it if available.
A: Jason Seraphin can provide original drawings but there is no modification drawing for this project since there is no construction modification being requested.
3. Drywall Specifications: Thickness: Please confirm whether 1/2" or 5/8" drywall is required.
Application Areas: Could you clarify the square footage allocated to walls and ceilings?
Type: Will fire-rated or moisture-resistant drywall be required for specific areas?
A: 5/8” drywall. Approximately 200 sq ft. Moisture resistant in the bathroom ceiling that I can think of. Drywall must meet or exceed industry standard and local building codes for specific areas.
4. Insulation Details: R-Value: What is the required R-value or thickness for the batt fiberglass insulation? Type: Is standard fiberglass insulation acceptable, or is a specific type preferred?
A: R value is specific to the cavity in the wall, R-13, and ceiling to separate the attic space, attic is typically R-38 to R-60. Must meet or exceed industry standard and local building codes.
5. Flooring Specifications: Product Details: Please specify the brand, model, or manufacturer of the 30mil waterproof luxury vinyl plank (LVP) flooring. Subfloor Preparation: Are there any requirements for subfloor leveling or moisture barrier installation? Transition Requirements:
Will transition strips be needed between flooring types or room thresholds?
A: Flooring brand, model, design, colors should be chosen to provide the best value to the government. The chosen flooring shall be installed in accordance with the manufacturers recommendations, industry standard, and must meet code. Transition strips into each berthing room will be required since those floors will not be affected by the project.
6. To ensure our proposal is accurate and complete, could you please confirm whether building plans or photos of the affected areas are available?
A: Jason Seraphin can provide a copy of the plans, if needed. Contact at:
