Summary of Changes

Questions and Answers

1. Is the requirement of this solicitation for the vendor to provide a database? or is the vendor to choose their desired system of data storage?

A. There is no requirement for the vendor to provide a database. The database already exists. This requirement is for collection of the data only, in the format described in Section 2.0

2. Will the system be housed in the vendor facility or that of USCG?

A. The existing database is housed by the USCG and will continue until further notice.

3. Per section 2.0 of the SOW Item 5 states " If states go offline periodically, every effort will be made to get the states back online without compromising the data already in VIS." Can you clarify this requirement? It seems the VIS is already developed. Is this a solicitation to build a component of the VIS?

A. The intent of Item 5 is to convey the expectation that the vendor address lack of receipt of dataset from participating states, territories and District of Columbia.

There is no expectation to build a component of the VIS.

4. Who is responsible for developing the MOA between the vendor and the participating states? Is there an MOA template that USCG can provide?

A. Vendor is responsible for establishing an agreement between participating states and the vendor.

Per section 2.0 Participating States, "the data feed between the States and the vendor must be agreed to without any intervention with the Coast Guard."

5. Can the 39 states with an MOA be transferred to the vendor to meet the 35 MOAs for contract award?

A. No.

6. Can USCG provide the contact details for each state to obtain a signed MOA?

7. Are we expected to provide a secure sFTP client/system, or just a place for them to connect and upload?

A. USCG will provide SFTP server access.

8. How many different data formats can we expect from the states and if applicable can we get a list of those data formats?

A. Unknown. The vendor can assume each participating state to have a different format (some use codes, some use abbreviations, and some have terminology spelled out), however, IAW 33 CFR 174.17, all states are required to collect the same information.

9. Is it expected that the system will be delivered and operational prior to January 02 2025 or is there any development/integration time that can/will be allocated in the first part of the base period?

A. Needs to be operational upon start of Period of Performance.

10.Place of Performance: Can the services under this SOW be carried out from the vendor's own location - instead of the USCG facility in Kearneysville, WV

A. Yes.

11.Outside of publicly available information, Is there any information on the location of future conferences and in-person VIRT sub-committee meetings, beyond year 2026?

A. The annual NASBLA Conference is held in a different state each year and the location is announced at the conclusion of the conference. For example, this year the meeting was held in New Orleans and at its conclusion, we learned the meeting in 2025 will be held in Des Moines, IA. There is also a second annual meeting (RBS Workshop) that is held in Lexington, KY each year.

12.Are there any number of personnel required to complete the tasks of the SOW?

A. No.
