14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

The purpose of this Amendment is to provide answers to questions submitted as follows:

Q1. Note on G-001 states to include option 1 as base bid. Confirm insertion manhole and 12” RCP shown on D1/C-220 should be omitted from bid and intent is to perform option 1 work which would negate insertion manhole with pipe to vault.

A1. Correct. As the option item is to be included in the base bid, the new insertion manhole and its associated 12” RCP pipe are not required as noted/shown. The requirement to remove all pipe shown for removal on C-111 remains. The penetration of the existing 12” CMP into the existing 36” RCP (in the location of the insertion valve being omitted) shall be sealed.

Q2. C-150 states storm manhole 59a to be 5” ID, C-120 states same manhole as 4’ dia, please advise.

A2. Base bid on 5’ ID manhole. Size can be reviewed during the submittal process, considering proposed manufacturer’s recommendations.

Q3. No pipe/size of pipe is shown in detail E1/C-141 connecting CI and CB70, please advise. (Reference file Attachment 1 - C-141.)

A3. See included replacement sheet for missing callouts.

Q4. Keyed note 7 on C-111 states to protect 6” VCT storm line EAST of proposed Curb Inlet shown on C-141 but no details are shown. Should this line be capped or should this Curb Inlet be a Drain Manhole and the existing line be tied into it?

A4. The existing 6” VCT pipe is to be protected and reused as the outlet pipe for the new curb inlet. See replacement sheet for inverts.

Q5. Confirm 6” wide concrete headers shown in Section A-A on C-515 can be standard depth 18” deep and does not have to extend to bottom of reservoir stone as shown in detail which would require 38” depth.

A5. The 6” wide concrete header does not need to extend to the bottom of the reservoir stone. A header depth of 18” is acceptable.

Q6. Keyed note 6 on C-130 states to “install red paint on curb face/top”, no such note is listed for Eagle/Pickering/Lot J curb, please advise if red paint is required at these areas.

A6. Red paint is only required along the curb in front of the fire hydrant as indicated on C-130; see photo 34/C-101 for limits of existing red paint.

Q7. Keyed Notes on C-121 refers to details on C-500 & C-501, please confirm it should read C-508 thru C-513.

A7. Correct. Corresponding details are on sheets C-508 thru C-513.

Q8. Keyed Notes on C-122 refers to details on C-500 & 501, confirm it should read C-514 & C-515.

A8. Correct. Corresponding details are on sheets C-514 & C-515.

Q9. Keyed note 1 on C-120 refers to F1/C-501, C-501 has no F1 detail, please confirm this should read C-500.

A9. Correct. The applicable detail for keyed note 1 on C-120 is detail F1 on C-500.

Q10. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

A10. The General Contractor’s Superintendent, Site Safety and Health Officer, and Quality Control Manager may be the same person at GC’s discretion.

Q11. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

A11. There are no long lead items in this project and the CCD is 12/1/2027 (nearly 2 years away). The phasing/dates identified must be adhered to in order to have surfaces paved and ready for use before winter (otherwise we’ll be driving/parking on - and attempting to plow - muddy roads and parking lots).

Q12. Please provide the site visit attendee sign in sheet.

A12. The attendance sheet from the Site Visit dated December 5, 2025 at 10:30a.m. was provided as Attachment 1 for Amendment 0001 posted on SAM.gov.

Q13. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and 2 obstructions.

A13. Base bids on the boring locations/logs provided on sheets C-100, C-104, and C-108.

Q14. Please provide bidding quantities for deteriorated base course (paving).

A14. Prospective bidders must perform own takeoffs for all materials.

Q15. Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?

A15. Fire hydrant locations are shown on the drawings. If used, Contractor shall provide appropriate backflow prevention as CGA has a combined water distribution system (fire and potable).

Q16. Is this project tax exempt?

A16. Bidder shall include all APPLICABLE Federal, State, and Local taxes in their bid price. A tax-exempt number will not be provided. The Contracting Officer will issue a State of Connecticut Department of Revenue Services CERT-134 "Exempt Purchases by Qualifying Governmental Agencies" to advise the seller of taxable services that sales and use taxes do not apply to the purchase.

Q17. When do you anticipate on site work starting?

A17. Per Section 010000, paragraph 1.1.E.2, “Contractor’s on-site work shall be performed between 4/1/2026 and 12/1/2027.” The 4/1/26 start date is to ensure completion of the first phase of work by the end of this year’s paving season.

Q18. Are third party inspections required?

A18. Yes. Multiple third-party inspections are required by the Specifications.

Q19. Is permitting required?

A19. No.

Q20. Is any landscaping restoration required for this project? For example; topsoil, seeding, and fertilizer.

A20. Contractor is required to restore all surfaces disturbed in the execution of work. See General Construction Note 10 on sheet G-003 and the Specifications.

Q21. Please provide staking data points for the project.

A21. See sheet C-130 in the current drawing set and the included replacement sheets C-131, C-132, and C-210.

Q22. Are red, yellow, and blue tops required?

A22. Insufficient information is provided to answer this question. Base bids on the plans and specs as best able.

Q23. Is the contractor responsible for any additional railroad permitting?

A23. No.

Q24. Is the contractor required to carry any additional insurance for working around the railroad?

A24. No.

Q25. Can we close the parking lot during construction or will we need to perform the work in phases? If phasing is required please provide limits for each phase.

A25. See paragraph 1.1.E.2 for overall project phasing requirements. Lot J may be closed to all but emergency vehicles during the performance of work in that area. All work within Lot J shall be completed within one of the two paving seasons encompassed within the period of performance (i.e. 4/1/26-12/1/26 or 4/1/27-12/1/27).

Q26. The pricing schedule provided lists 2 lines that look to be identical. Please further define what each line represents.

A26. The price sheet requests the base work be priced, then carry that same number into the “Total Lump Sum” line.

Q27. The pricing schedule provided does not account for options called out on the drawings. Please advise how pricing needs to be broken out.

A27. There are no options in this project and thus no corresponding line for options on the pricing schedule. See paragraph 1.1.B of Section 010000 and Notes on sheet G-001 regarding inclusion of all work in the base bid. On the pricing schedule, the prices for “Line Item 0001: Base Work” and “Total Lump Sum (Line Item 0001)” should be identical.

PLEASE NOTE: Attachment 3 (files C-200, C-220, and C-230) are added. After a review of the drawing set, it was determined to be required for the Project.

As mentioned in Amendment 0002, after the second site visit, no further questions will be accepted. The bid opening due date remains as January 15, 2026 at 2:00p.m. EST.
