About this file

This document is a Standard Form 30 (SF-30) Amendment 0002 for Solicitation 70Z0G125BSLIS0152, issued by the USCG Civil Engineering Unit Providence for maintenance dredging at Station Shinnecock in Hampton Bays, NY. The amendment provides responses to contractor questions, clarifying key technical requirements such as mandating mechanical dredging instead of hydraulic dredging and confirming that offerors are responsible for locating upland disposal sites for dredge materials.

The amendment also notes that existing topographic data for the dredging site is not available, and includes an attachment with historic sediment sampling reports from previous dredging cycles. Additionally, an extra Construction Wage Determination for Suffolk County, New York has been added as Attachment 2. The effective date of the amendment is 7/11/2025, and it is associated with Project Number 24008351, with the primary NAICS code 237990 for dredging and surface cleanup activities.

Amendment 0002 (Continued) July 11, 2025

Q4. Can the material be hydraulically dredged and pumped into geotubes in the dewatering area? This will allow for a cleaner transport of the dredged materials and also allow for a cleaner dewatering operation because the geotubes will filter out all the fines.

A4. Mechanical dredging is required for this contract in accordance with the plans and specifications. Hydraulic dredging is not permitted.

Q5. Can you please provide existing grades of the CDF areas at Station Shinnecock? These are important to understand the earthwork and restoration that will be needed to allow the water to drain from the dredge material effectively.

A5. Existing topographic data of the CDF areas is not available.

Q6. Can you please provide any new or historic borings of the areas that are to be dredged.

A6. The historic sediment sampling and testing reports for material previously dredged at the project site is attached (Attachment 1 – STA Shinn SSR (Previous Dredge Cycle). This data is provided for information only and may not be indicative of the material to be encountered for this dredge cycle.

Q7. In reference to the Shinnecock coast guard station dredging solicitation, can you please advise on where the material was sent to for upland disposal during the previous contracts? This would be very beneficial to allow contractors to obtain information regarding disposal options and costs. Otherwise, contractors would be forced to assume worst case conditions and significantly increase their bids.

A7. No. It is the responsibility of the offerors to locate upland disposal sites for dredge materials.

Please Note: An additional Construction Wage Determination for Suffolk County, New York has been added as

Attachment 2.
