A1: Please see attachment for the Site Visit Sign In Sheet
Q2: Will there be another site visit?
A2: An additional site visit was scheduled with Amendment 00002
Q3: RFI #1: Relative to the Door Schedule on Drwg. AE-302, Door #122. The Door Schedule has Door #122 marked as “Metal Panel” material and “Stained” finish. Please advise if the door is meant to be “HM” and “painted” for the finish. The Type 2 Elevation shows a flush door. Please advise.
A3: Yes, HM and painted. Yes, Type 2 Elevation is a flush door.
Q4: RFI #2: Drwg. AE-101 has a Wall Type P-3 shown on the west wall of Room 117. Type P-3, as per Drwg. AE-301 is not a 2 hour fire wall. The west, south and east walls of Rm. 117 are typically shown as P-1, a 2 hour wall. Please advise.
A4: P-3 is specific to infilling of the door opening in the existing wall. Apply P-1 over the infill (P-3) as shown.
Q5: RFI #3: Drwg. AE-101, Room 123 has a symbol for Detail F9/AE-301. Im unable to find this detail on Drwg. AE-301. Please advise.
A5: See top right corner of sheet AE-301.
Q6: Drawing AD-101, general note 2 &3, states to test the wall base adhesive and joint compound for asbestos prior to removal. How will this be handled. If the testing comes back hot will the USCG issued a change order for the asbestos abatement of these materials?
A6: No testing is required, spaces do not contain asbestos.
Q7: Plans are calling for Armstrong 704 tile and calling for 9/16” grid. The Armstrong 704 tile requires a 15/16” grid. If a 9/16” grid is required than the equivalent tile will be Armstrong 2195. Please advise on which combination is required.
A7: Provide 704 tile with 15/16” grid.
Q8: The question was if the equipment was existing and being relocated or if the solicitation was for new equipment?
A8: Existing shelving is to be removed and replaced with shelving conforming to the specifications provided with the solicitation documentation.
Q9: Another question was if GSA contract holders are required to supply bid and project bonds?
A9: Yes, GSA contract holders are required to supply bid and project bonds because this is not an order under a GSA contract.
Q10: Are there any special requirements or qualifications necessary in order for us to provide you with a bid?
A10: A small business firm may submit a bid in accordance with the Invitation for Bid (IFB). Please review the IFB in details for all of the requirements.
Q11: When we see "Relocate", the question is - Does this shelving system (105626) exist already and you are looking for a move price, or is this a new system that you are looking for provide and install pricing on? We are used to manufacturers being listed under basis-of-design, but direct phone to the dealer is unusual and makes us cautious.
A11: Per the plans and specifications, the contractor shall provide a new high-density shelving system to facilitate relocation of special collection from its existing location. An existing high-density shelving system is to be removed to facilitate installation of new shelving system. Regarding basis of design, contractors may submit alternative products for consideration provided the products meet or exceed salient characteristics of the basis-of-design identified in the specifications. The COR shall review any such submittal and approve or reject accordingly, per the contract documents
Q12: Specs calling for Armstrong 704 tile which have been used in that building in the past but it is also calling for 9/16” grid. The 704 tile is for 15/16” grid. Please clarify whether we need to figure 15/16” or 9/16” grid. The equivalent tile for 9/16” grid would be Armstrong 2195.
A12: Question addressed in previous answer.
Q13: Is the presence of asbestos-containing materials unknown, and should the contractor include costs for testing only?
A13: No asbestos is in the site, do not include costs for testing.
Q14: The owner will handle the relocation of special collection materials into the new space after project completion. What duration should the contractor account for this process?
A14: One week.
Q15: What provisions should the contractor make to protect the existing building entrance during construction?
A15: Contractor shall plan to set up dust partition(s) at all entries/approaches to the work area at a minimum. Contractor shall protect existing flooring not slated for replacement along paths between building entries and site access points. Contractor is encouraged to use best judgement to determine what does/does not require protection. Contractor shall bear the cost of any damage and subsequent repairs to CGA facilities resulting from construction activities, in accordance with Division 1 specifications.
Q16: Is the contractor responsible for relocating all existing furniture, appliances, and IT equipment in the areas to be renovated?
A16: Contractor is only responsible for what is called out on the plans and specifications.
Q17: Will the contractor be responsible for providing and installing new signage?
A17: Yes, per plans and specifications.
Q18: Please provide location for the contractor’s laydown area.
A18: Adequate laydown area will be provided to accommodate contractor’s logistical needs, the exact size and location of which will be negotiable post-award.
Q19: Is there an asbestos report available? Please verify no hazmat, asbestos, lead, PCB etc removal required in scope of work - don’t see a spec section on this
A19: Refer tpo notes 9 – 13 and 22 on sheet G-002.
Q20: Please confirm load out path. Is there a location to leave a dumpster- I see one parking space mentioned but nothing about a dumpster.
A20: Yes
Q21: For the demo/ project will be there be any phasing requirements? I did not see any mention of phasing/schedule or a phasing plan. I see some mention of certain rooms needing to be finished before others etc., but was not sure if the demo will be allowed to occur in one sequence.
A21: Per the contract documents, demolition work on the second-floor shall be scheduled after completion of the first floor work and after the collection is relocated from the second floor to the first floor.
Q22: Will off hours work be required for the demo/noisy work on this project? I see working hours 7-4 but wasn’t sure about noisy work.
A22: No
Q23: Are there any CAD drawings for this project?
A23: No pdf copies only.
Q24: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
A24: Yes, as long as the vendor can provide documentation to support the material being delayed. Please review Specifications attachment located in Sam.gov, section A part 2 Contract Modification Procedures, for more information.
Q25: Are there any specific structural requirements for the High-Density Storage units? A24:

Q28: AD-101-11 notes removal of existing HD System. Is there consideration to repurpose any of the existing shelving components?
A28: No.
Q29: If so, how about dimensions, manufacturer name, would we remove for reuse, or would GC remove and store with our team receiving and installing on site? Other considerations?
A29: N/A
Q30: In collections areas, the panels are typically steel and not wood in order to protect the collections.
Can you confirm if HPLF is truly being requested and not steel for the end panels?
A30: Provide ends as specified. Laminated end panels do not affect collection.
Q31: Same goes for the flooring. In collections areas such as these, MediteII is the preferred flooring -should MediteII be the only acceptable flooring? This goes double for a vinyl coating on the floor - this is another decision opposite from what collections areas of this type typically require. Are you sure on the vinyl requirement?
A31: Provide as specified. Vinyl flooring is typically used in collections areas.
Q32: If we have design alternatives that meet the intention and dimensions of the items stored, can we submit an alternate design and price?
A32: No alternate designs, provide as specified and per the design intent.
Q33- General requirements say $500,000-$1,000,000 for a contract amount and therefore a performance bond. If our pricing is a fraction of this, is the requirement for a P&P still required?
A33: The performance bond is required for the full scope of work.
Q34: R1 on the elevations page says they are for the 'B' units, but there is no mention of shelf type. Are these to have dividers, center stops, back stops, metal backs? Straight through, or back to back?
A34: Shelf type is the same (book storage) w/ seven levels of shelves.
Q35: Also on the R1, it says 2 units for books. What are the other 3 carriages for and is there a difference in the shelf type or configuration, or are they all the same?
A35: All 5 R1 carriages are the same.
Q36: There are no aisle widths provided and/or rail lenghts/system width dimensions noted. Can those be provided?
A36: Ailse width must meet minimum ADA requirements. Refer to the start points and end points of the shelving system which are shown on the plans. Use the provided dimensions of the individual units to determine the requested information.
Q37: Can we get a schedule of what is going on the shelves with dimensions to ensure proper fit?
A37: No schedule will be provided.
