About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for Solicitation Number 70Z0G125BABCD0077, issued by the USCG Civil Engineering Unit Providence. The amendment provides responses to 10 contractor questions regarding a project to repair Aids to Navigation (ATON) in Eastern Maine. Key clarifications include: no time of year work restrictions, maintaining the 300-day performance period, requiring Buy American Act compliance with product substitutions, mandating AWS D1.1 welding certifications, confirming contractor responsibility for weld testing, and accepting minor variations in rock core diameter and concrete mixing methods.

The amendment addresses technical details such as solar-powered marine lantern specifications, demolition constraints, stone foundation stabilization, and concrete mixing requirements. The solicitation involves removing, repairing, and replacing navigation light structures, with specific guidance on means and methods, material substitutions, and project execution. The contracting officer retains discretion on approving equivalent materials and methods, emphasizing the need for contractors to submit detailed plans and alternative product proposals for review.

1. Are there any time of year work restrictions? RESPONSE: There are no

Time of Year (TOY) restrictions. However, Maine GP best management practices shall be implemented during work, including regulatory requirements for the Osprey nest located on the Merry Island Daybeacon. Refer to the Specifications Appendices for additional information.

2. The bid solicitation requires that work be completed within 300 days of notice to proceed. Can this be extended so work can be planned for May-September 2026? RESPONSE: We will not be extending the performance period pre-award. Should conditions (weather or otherwise) be encountered after award that impact the contractor’s ability to complete the work (i.e., excusable delays), the period of performance will be addressed in accordance with the terms and conditions of the contract.

3. This project is required to meet Buy American Act requirements per specifications. Drawing G-002 calls for Hilti Hit-RE 500 for anchor adhesive. This product is not made in America. Is this product acceptable for use on this project? RESPONSE: Hilti HIT RE 500 is included to indicate design intent under the brand name clause (note application/use on this project is minimal) and shall be substituted with an approved equivalent product manufactured in the USA, with similar size, material, and capacity properties.

4. G-002 drawing requires AWS D1.1 welding certifications. Are ASME

B31.1 certifications accepted as an alternate? RESPONSE: AWS D1.1 is the required standard for structural steel welding on this project.

ASME B31.1 applies to pressure piping and is not accepted as a substitute for structural welds.

5. Is weld testing responsibility of Contractor or the USCG? RESPONSE:

Weld inspection and testing are the Contractor’s responsibility. All testing results must be submitted for review.

6. Reference Drawing S-502 and S-504. The drawings call for a 1’-4” diameter rock core. Is an oversized rock core diameter acceptable?

1’-6” or 1’-7” Max? RESPONSE: An increase to 1'-6" or 1'-7" max is acceptable. Proposed casing shall be sized to offer appropriate confinement around hole.

3 3

7. Please provide details on how the marine lantern shown on S-505 is powered. Is it contractors’ responsibility to wire/unwire? RESPONSE:

The marine lantern is solar powered. There is a utility box at the base of the tower which is included to be removed and salvaged as shown on sheet S-505. It was abandoned, likely part of an older lantern that was not solar powered and is not required to be reinstalled.

8. S-505 prohibits jackhammering or impact demolition of concrete.

Would this be considered if small (35#) jackhammers were used?

RESPONSE: The intent is to avoid damaging/dislodging the existing granite. Use of small (35#) jackhammers may be acceptable if proposed in a controlled removal plan; the contractor is responsible for means and methods of demolition to not destabilize or damage the existing structure to remain.

9. “Stabilize stone foundation” called out on S-505. Is this referring to the joint repointing called out on S-511? Is there any additional scope associated with stabilizing the stone foundation that is not shown on the drawings? RESPONSE: Yes, this refers to the joint repointing/re-chinking shown on S-511. No additional stabilization scope is anticipated beyond what's detailed on the drawings.

10. Will bag mix concrete be an acceptable alternative to ready-mix concrete? RESPONSE: A bag mix is acceptable provided it meets strength and marine durability requirements as an approved equivalent. The product will need to be submitted, and approval is at the discretion of the contracting officer.

All other terms and conditions remain unchanged.
