04. The following are questions submitted during the open period for questions with associated responses:
QUESTION 1: As we discussed, the environmental restriction on sheet G-002 pertaining to no drilling between May 15 and August 31dramatically reduces the allowed work duration.
The current bid/work schedule:
• The current project bid date 2/16/24
• Anticipated NTP +30 days 3/16/24
• Environmental work restriction 5/15/24 – 8/31/24
• Allowed Work duration 171 calendar days 9/03/24
The current bid/work schedule gives the contractor 60 calendar days to get geared up, mobilized, and complete the project between NTP of 3/16/24 and May 15, 2024. Given this timeline, we won’t be able to complete the project on time.
We request that the USCG consider extending the allowed work duration in anticipation that the work won’t take place until after August 31, 2024, once the environmental restriction ends.
ANSWER: Yes. Period of performance will be extended 77 days from 31 August to November 16, 2024, to complete the work.
QUESTION 2: I would like to confirm that all five Aton's are being replaced? Or, is this just for the removal?
ANSWER: Repair 1, Replace 5
QUESTION 3: -The specifications stipulate removal of existing monopiles in their entirety however the plan set Demolition Note 1 States: “REMOVE EXISTING MONO-PILE IN ITS ENTIRETY TO TOP OF BEDROCK.”. Is the contractor expected to remove the entire monopile within the rock, or is the contractor expected to cut the existing monopiles off at the top of bedrock?
ANSWER: Cut existing monopiles at top of bedrock.
QUESTION 4:-Plan Set Demolition Note 2 states: “FOLLOW FEDERAL AND STATE PERMIT REQUIREMENTS FOR PILE REMOVAL.” However no federal or state permits were issued with the bid documents, please provide these for review.
ANSWER: The work is authorized under the Army Corps of Engineers Maine General Permits (General Permit 4 - Aids to Navigation) through self-verification. Although no written authorization is provided by the Corps for Self-Verification Activities, Contractors do need to follow requirements listed in the general conditions, all of which are covered if the best practices noted on the plans and below are followed (also attached).

QUESTION 5:-Plan sheets S-201B through S-201E depict each existing ATON requiring replacement.
The table on each of these sheets titled “Light List” includes a lat/long position for each ATON. Please clarify whether this describes the current location of the ATON to be removed, or if this is the position where the new ATON is to be installed.
ANSWER: Current Location
QUESTION 6:-Please provide more details regarding the ATON monopiles to be removed. What is their OD? What is the wall thickness? Do the monopiles contain fill of any kind, and to what elevation? What are the ages of each of these monopiles? How are they attached to the rock? Concrete, poured lead, epoxy?
ANSWER: The existing monopiles are tapered as shown in the elevation and ladder connection detail for the bolt on collars. No information on wall thickness or potential fill inside the monopiles.
Drawings note the monopile foundation is steel/iron and the connection to bedrock is unknown.
QUESTION 7:-Are there any environmental restrictions on in-water work aside from Environmental Notes 5 and 6 on drawing G-002?
ANSWER: In addition to the USACE Maine General Conditions, the contractor must install a containment boom and turbidity curtain around the rock socket during drilling activities. Drill the rock sockets inside of a steel casing to contain cuttings and drilling water.
QUESTION 8:-The period for completion is listed as 171 days from NTP. Assuming an award is made 30 days after the bid date, and a notice to proceed is issued 15 days after the award, this would be around April 1. 171 days after this date is September 19. Environmental Note 5 states that osprey nests may not be disturbed prior to September 1 when nests are inactive. This would only leave 19 days to repair and replace both Merriconeag Sound Approach daybeacon and Blacksmithshop Ledge daybeacon, as well as final project cleanup and demobilization. Please clarify the period of performance and time-of-year restrictions affecting the project schedule.
ANSWER: See answer to question 1.
QUESTION 9:-If ospreys are observed to have vacated their nests prior to September 1, would work on these ATONS be permitted upon their departure?
ANSWER: A nest is considered inactive if there are no eggs or young present. An inactive nest can be removed prior to September 1. The September 1 date was given to be conservative.
QUESTION 10:-There is no bid item for mobilization/demobilization on the bid sheet. How should bidders carry these costs in their bid?
ANSWER: Section B, Schedule of prices requires a lump sum price for each aid. Mobilization and demobilization are an element of cost that is included in that pricing.
QUESTION 11:-Section 31 62 16 2.1.4 “Pile Shoes” calls for the requirement of ASTM A27/A27M, Grade 65/35 cast steel cutting shoe. What is the purpose of a cutting shoe for a piling which is being placed within a pre-drilled rock socket?
ANSWER: No need for pile shoes with rock-socketed piles; please disregard.
QUESTION 12:-Section 10 99 02 “Safety Climb System” establishes standards for the system to be installed on the ladder as well as carabiner strength. Please clarify the number of different components, and quantity of each different component of the Safety Climb System the Contractor is expected to provide to the USCG.
ANSWER: Refer to Section 10 99 02, Safety Climb System, 1.3 Performance Requirements.
QUESTION 13:-Is the USCG directing the contractor to install the new monopiles in the exact location of the existing piles requiring removal, or would the new monopiles be installed in the immediate vicinity of the removed piles?
ANSWER: New monopiles are intended to be installed in the immediate vicinity of the existing piles that are to be removed.
-Would the USCG allow for use of an epoxy based grout that meets the same non-shrink and minimum compressive strength requirements contained in Section 31 62 16 2.1.2 Rock Socket Grout?
ANSWER: The USCG may consider a non-shrink epoxy-based grout that meets the minimum compressive strength requirements per the specifications, as well as the ability to be placed underwater and the ability to be extended to fill the 2-inch annular space between the pile and drilled rock socket as shown on the contract drawings. Submit manufacturers documentation demonstrating the proposed product meets these requirements.
QUESTION 14: 1.1 requires job meetings to be held at site locations with the Contracting Officer. Our facility is within 1.5 hrs of each location. Can meetings be held there instead of boat rides and inclement weather issues?
ANSWER: Yes
QUESTION 15: 1.3 requires us to scan areas with electromagnetic or sonic equipment. Can this be waived given the known locations?
ANSWER: No, it will not be waived.
QUESTION 16: 1.6.1 requires preconstruction surveys with the Contracting Officer. We suspect we are to provide transportation. Are there specific requirements we need to adhere to regarding size of boat, ramp to get on and off, and bathroom facilities?
ANSWER: No
QUESTION 17: In regard to reinstalling existing osprey nests. For years we have maintained contracts with the USDA and routinely remove ospreys and nests. We are no longer required to relocate or reinstall inactive nests. Would the Coast Guard consider waiving this requirement?
ANSWER: No, a nest is considered inactive if there are no eggs or young present. An inactive nest can be removed prior to September 1. The September 1 date was given to be conservative.
QUESTION 18: The new structures with platforms and rails will invite further nesting, should we incorporate some anti nesting deterrent in the structure design?
ANSWER: No

QUESTION 19: The Coast Guard has routinely directed us to installed new safety climb systems on towers using the 3/8” stainless steel cable system. Will an industry standard cable grab system manufacturer by Tuf-Tug be accepted on these ATONs?
ANSWER: Refer to Section 10 99 02, Safety Climb System, 2.1 Provide a safety climb system made of ASTM A36/A36M structural steel and galvanized per ASTM A123/A123M after fabrication. The system shall be notched every 6 inches and capable of mounting to 1 inch diameter ladder rungs or steel pipe posts.
