1. When does the USCG intend to issue a notice to proceed for the above referenced solicitation? Concrete repairs cannot be completed in weather colder than 40degrees and typically requires 28 days of curing before being exposed to ice conditions.

ANSWER: The solicitation includes a 60 day acceptance period so award will likely occur within 60 days of opening bids. Bonds and insurance are required 10 days from the date of award. We typically issue a notice to proceed upon receipt and approval of bonds.

2. The period of performance is throwing me off. It says 210 days from

NTP. Assuming this would be awarded in August that only gives us September, October and November before everything is in ice. Concrete repairs cannot be completed, thus going over the 210 day mark. Any chance the POP can be extended?

ANSWER: Whether or not to extend a contract completion date is an aspect of contract administration that can be impacted by a number different factors. Weather is often one of those factors when you are working in the Northeast. However POP extensions would not be something we would be addressing in the solicitation phase.

3. What are the Liquidated Damages?

ANSWER: There are no liquidated damages associated with this contract.

However, if the Contracting Officer grants an extension to the period of performance that is through no fault of the Government, the Government will ask for some kind of consideration, either monetary or in the form of extra work.

4. What is the retainage?

ANSWER: In accordance with Clause 52.232‐5, Payments under Fixed‐Price Construction Contracts, the Contracting Officer may retain up to 10% on progress payments if the contractor is not progressing satisfactorily.

However there isn’t a blanket monthly retainage on this contract.

5. Currently, the proposal for the above referenced solicitation number is scheduled to be delivered as a hard copy. Given the current COVID‐19 social distancing restrictions and couriers not guaranteeing overnight delivery of non‐essential packages, would it be acceptable to submit our proposal, including bid bond, electronically?

ANSWER: As stated in the solicitation, electronic bids ARE NOT acceptable. With appropriate planning, there is sufficient time to submit a bid to reach our office prior to the bid opening date.

2. Pre-Bid site visit attendance roster provided as page 3.
