Amendment 00001 Date: 04/24/2019

1Q: The solicitation synopsis on fbo.gov was changed on April 5th adding a note indicating that the previous dredging was completed without a barge and done from land. Please clarify.

1A: The previous dredge was accomplished using both a barge and shore-based excavator.

2Q: If the intent is that the work would be completed in the summer, will the contractor be able to close the beach while placement is occurring?

2A: The performance schedule will be adjusted, and on-site work will commence on or after September 9, 2019. See revised Section F.1 of the solicitation below.

3Q: Does the estimated dredge quantity include the over dredge?

3A: The Basis for Bids is detailed in Sections 1.5 thru 1.11 of Specification 35 20 23.

4Q: Please clarify whether the final contract value will be based on the total bid price or whether it will be based on an adjusted value based on the quantity of material actually dredged as determined by pre & post dredge surveys?

4A: Final contract value will be based upon the pre- and post-dredge surveys and will be adjusted accordingly.

5Q: Please clarify whether the after-placement survey of the disposal site needs to be completed and stamped by a PLS.

5A: The CG does not require a PLS stamp on the disposal site, however, the Contractor must comply with all permits and state and local requirements.

6Q: Pursuant to contract specifications section 35 20 23 paragraph 3.2.6, dredging for this project is limited to mechanical methods. Based on the nature of the excavation prism for this project and the required placement of the material in the beach nourishment area; hydraulic dredging will be a more cost effective approach to complete the work. Hydraulic dredging will also allow for better control of the removal of the required material to the proper lines and grades as opposed to a mechanical machine taking buckets and leaving “pot holes” in the cut. Finally, the hydraulic dredge will also provide more effective removal of existing material below and around existing pier and dock structures. We therefore respectively request that the limitation defined in contract specifications section 35 20 23 paragraph

3.2.6 is removed and that all dredging means and methods are allowed to complete the work.

6A: The limitation defined in the contract specifications will not be removed. Dredging is limited to mechanical means.

7Q: Please confirm if the dredging operations can be performed by land-based equipment.

7A: Yes, land based equipment may be used to accomplish the dredging. The Contractor will need to ensure that the equipment used is capable of reaching all areas to complete the required work from shore. Be advised, a boat and/or float may be needed to erect and maintain the erosion controls and turbidity curtain.

Amendment 00001 Date: 04/24/2019

8Q: Confirm if an alternative method of dredging may be used: dredging sand and gravel by use of divers and large capacity trash pumps.

8A: This is a form of hydraulic dredging and will not allowed on this project.

SECTION F

DELIVERIES OR PERFORMANCE

F.1 FAR 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) (Alt I)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 11 October 2019. The time stated for completion shall include final cleanup of the premises.

**NOTE: The Contractor shall turn in submittals in accordance with Section 01 33 00 of the Specification, beginning within 10 calendar days of issuance of the notice to proceed. All pre-construction Submittals (including pre-dredge surveys) must be completed and approved prior to beginning on-site work. On-site work will commence on or after September 9, 2019 and the entire work must be completed and ready for use no later than 11 October 2019.

The following clause is hereby incorporated into Section I of the solicitation/contract:

VARIATION IN ESTIMATED QUANTITY (FAR 52.211-8) (APR 1984)

If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.
