About this file

This document is an amendment to a solicitation for maintenance dredging services at the Mooring Ballast Point in San Diego, California. The United States Coast Guard is seeking a contractor to dredge up to an estimated 10,700 cubic yards of sediment from the mooring basin and boat house areas to a required depth of -30 feet MLLW plus an additional two feet of overdepth dredging allowed to -32 feet MLLW. Dredged materials will be transported via barge to the disposal site at the Silver Strand Boat Lanes U.S. Navy facility. The amendment provides responses to contractor questions, clarifying that removal of floating docks is optional, correcting the overdepth specification in the pricing sheet, and confirming the estimated dredging quantity is 10,700 cubic yards.

MAINTENANCE DREDGING AT MOORINGS BALLAST POINT

RFIs 6-12

Question 6:

Will the Contractor be allowed to perform the required eelgrass survey any time during December or January?

Response 6:

The USCG will coordinate with NMFS to conduct an eelgrass survey outside the growing season once a contractor is awarded the project.

Question 7:

PART 1 GENERAL, 1.01 SCOPE OF WORK states: Provide all labor, materials, and equipment necessary to dredge and dispose of sediment from the mooring basin and boat house areas at U.S.

Coast Guard (USCG) Mooring Ballast Point, located in San Diego, California. Dredge up to 7,800 cubic yards (cy) of sediment by mechanical means to the indicated design depth of -30.0 feet Mean Lower Low Water (MLLW) plus 2 feet over depth allowance.

Please clarify what is the maximum quantity that the Coast Guard will pay for during this dredging episode including the 2’ over depth dredging?

Response 7:

The USCG will pay for over depth.

Question 8:

Will the dredge schedule be impacted by Navy ship movements? If so, when?

Response 8:

Navy ship movements should not be an issue but we will confirm once we have a contractor and confirmed dredge dates.

Question 9:

DIVISION 02 – EXISTING CONDITIONS, 02 41 00 – TEMPORARY REMOVAL AND RE-INSTALLATION OF

FLOATING DOCKS, PART 1 GENERAL 1.01 SECTION INCLUDES (OPTION ITEM): This section applies to all work required for temporary removal and reinstallation of the existing floating concrete dock (measures approximately 250 feet long by 15 feet wide). The scope of work includes disconnecting the existing floating concrete dock, tugging it away temporarily, and reinstalling it in the same original configuration once dredging work is completed.

Since the Schedule of Prices does not include any Option Items – please clarify IF the removal and reinstallation of the existing floating docks is required.

Response 9:

Removal of docks is up to the contractor - if they think they can do a mechanical dredge without moving them while still meeting the depth requirements, they do not need to remove them.

Question 10:

CLIN 002 states: DREDGING AND DISPOSAL: Required Dredging depth is -30.00 ft mean lower low water (MLLW). Two (2) feet of Over-depth is authorized to -10.00 ft.

See Appendix C-SPECS

The Specifications indicate a design depth of -30.00 ft and an overdepth limit of -2’ (overdepth allowance -32.00 ft). The Schedule of Prices, CLIN 002 does not correspond with the Specifications in terms of the total overdepth. CLIN 002 indicates a total overdepth of -10’00 ft.

Should the description for CLIN-002 read:

DREDGING AND DISPOSAL: Required Dredging depth is -30.00 ft mean lower low water (MLLW).

Two (2) feet of Over-depth is authorized to -32.00 ft.

Please revise the Schedule of Prices if necessary.

Response 10:

Yes, should read two feet of over depth is -32 ft not 10. If submitting a bid, please correct (hand-correct acceptable) and/or note the Typo.

Question 11:

The Scope of Work requires that the Contractor is responsible for complying with all permit conditions from the Army Corps of Engineers, U. S. Environmental Protection Agency (EPA) Conditions for use of HOODS, the National Marine Fisheries Service (NMFS) consultation requirements, and conditions required by the State of California Water Quality Control Board and California Coastal Commission.

The Water Certification from the State of California Water Quality Control Board is not included in the Permits appendix. Please provide the Water Cert for review and clarify if water quality monitoring is required as part of the scope of work.

Response 11:

We have confirmation that we do not need a 401 for this episode.

Question 12:

Please clarify if the Estimated Quantity for CLIN-002 should be 10,700 cy instead of 7,800 CY.

DIVISION 01 - GENERAL REQUIREMENTS

1.02 BASIS FOR BIDS

2) Dredging: Dredge the USCG Ballast Point mooring basin by clamshell or backhoe dredge to the indicated design depth of -30.0 feet MLLW plus 2 feet over-depth allowance. Transport the dredged sediment by barge to the sediment placement facility, the Silver Strand Boat Lanes U.S.

Navy site.

The removal, transport and disposal of dredged sediment shall be paid for at the established unit prices per cubic yard (cy) and based on the difference in volume between the pre- and post- dredge hydrographic surveys of the dredge prism. Payment for dredging, including disposal fees, shall not be made for dredging deeper than the allowable overdepth, dredging outside the authorized areas, or dredging and/or disposing of sediment in an unauthorized manner. The estimated unit price dredge quantity is 10,700 cy. This is based upon the volume to dredge to the design depth plus the volume to dredge the allowable over-dredge depths as indicated by the hydrographic survey, dated 8 August 2022.

Response 12:

10,700 is the estimated amount with over dredge.
