INVITATION FOR BID (IFB) NO. 70Z08824R0000159

MAINTENANCE DREDGING AT USCG STATION UMPQUA RIVER, WINCHESTER BAY, OR.

RFIs 1-5

Question 1:

Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need? If there is an incumbent, can the government please provide the most recent contract award number & contract value?

Response 1:

No incumbent exists.

Question 2:

The project description in APPENDIX A SF1442 STA UMPQUA DREDGE_B0000159_1 stated: "ALL DREDGE

SEDIMENT SHALL BE REMOVED USING A MECHANICAL CLAMSHELL OR HYDRAULIC SUCTION AND

TRANSPORTED BY BARGE FOR DISPOSAL AT THE US ENVIRONMENTAL PROTECTION AGENCY (EPA)

APPROVED OCEAN DREDGE MATERIAL DISPOSAL SITES (ODMDS) IN THE PACIFIC OCEAN."

As I went through all the documents, I saw that the permit application mentioned the potential in-water disposal (Umpqua River Mile 0.8 in-water disposal site). In my understanding, this means in-water flow lane disposal. I want to double-check and see if this could be a potential flow lane disposal site, and if it would be a possibility for us to bid to use flow lane disposal.

Response 2:

No approval is granted for a potential flow lane disposal, the project is only approved for two ODMDS locations. Disregard 401 – two ODMSDS locations plus flowlanes.

Question 3:

The new bid form added CLIN 0006 Biological Monitoring & Reporting 1 Job. And says to reference the specs.

There were no new specs provided in the amendment and in the original set there is no information about biological monitoring. Can you explain what this is and what is required? If there is a section explaining it, can you reference the section?

Response 3:

Refer to CLIN 0006 revision in IFB attachment.

Question 4:

In water work window: Section 01 10 00 paragraph 1.01 states dredging shall occur between 1 July and 31 January. However, Section 01 35 43 paragraph 1.08 states all work will occur between 1 July and 15 September.

Response 4:

Refer to Section 01 10 00, para 101, dredging must be completed by 31 January 2025.

Question 5:

Throughout the bid documents it is stated the material will be disposed of at the ocean disposal site. However, in section 01 10 00 paragraph 1.01 it states “Should sediment analysis indicate material is not suitable for in-water disposal, material will be placed in approved upland disposal site. Please clarify which it is. The cost difference is substantially less to dispose in-water.

Response 5:

The suitability determination allows for in water disposal and USCG CEUO does not expect a need for disposal upland, bids should assume in water disposal.
