About this file
This document is an amendment to a solicitation for maintenance dredging services at the United States Coast Guard Station in Humboldt Bay, Samoa, California. The Coast Guard seeks to remove sediment from the area using clamshell, hydraulic, suction, backhoe, or hopper dredges. The amendment provides responses to questions regarding disposal of the dredged material. Specifically, it clarifies that while the original permit allowed for upland disposal sites, the material from this project must be taken to the Humboldt Open Ocean Disposal Site due to lack of available alternative locations. Additionally, sediment testing confirmed the material is non-hazardous and suitable for aquatic disposal at the designated site. A map is attached showing the location of the Coast Guard station and disposal site.

Question 1:
Regarding this statement in the permit:
"The material will be removed using a shallow draft barge-mounted clamshell, hydraulic, suction, backhoe, or hopper dredge and disposed of at the Humboldt Open Ocean Disposal Site (HOODS), a permitted beneficial reuse site, or an appropriate upland disposal location outside Corps jurisdiction."
Can the contractor dispose of the material at an appropriate upload disposal location as opposed to taking to
HOODS?
Response 1:
The permit was written for multiple dredge events within a 10-year period with the potential for disposal at various sites. However, for this dredge event, there were no beneficial re-use sites or upland (landfills) found to be available to receive dredge sediment. Therefore, the Coast Guard received authorization to dispose of the sediment at HOODS only.
Question 2:
What is the sediment classification regarding hazardous or non-hazardous?
Response 2:
The sediments were determined to be non-hazardous and suitable for unconfined aquatic disposal at Humboldt Bay Open Ocean Disposal Site (HOODS). Sample testing was performed in consultation with the USACE and EPA. A full Tier III analysis for ocean disposal was performed that included sediment physical and chemical properties, toxicity evaluations and bioaccumulation exposure tests. The sediment analysis report may be available upon request.
Sediment physical properties: 33% sand and 67% fines Sediment chemical properties: Generally low chemical levels (below ERL), nickel and organotins not significantly elevated compared to HOODS reference.
Question 3:
Could you provide a drawing/picture showing the HOODS site relative to the USCG station?
Response 3:
See following page for attached map/drawing in red highlighted area.
The Humboldt Bay Open Ocean Disposal Site (HOODS) is located approximately 5 nautical miles (nm) from the Project area (attached Figure 1-3).
