About this file
This is a Request for Clarification Form documenting an offeror question and Coast Guard response regarding Solicitation 70Z08526R3D035B00 for Dual Point Davits repair services.
An offeror questioned Section 3.1.7 of the Statement of Work, which required the contractor to validate or renew ABS/SOLAS certification status upon completion of all work. The offeror argued that the davit was designed to SOLAS safety factors but was not SOLAS certified, and that ABS had already reviewed the initial design to ensure structural compliance. The offeror contended that resubmitting drawings for ABS re-review would not provide added value, and that the actual intent should be to ensure structural soundness and compliance with performance requirements, which would be validated through testing per Section 3.4. The offeror proposed striking Section 3.1.7 entirely. The Coast Guard responded by accepting this clarification and revising the Statement of Work by deleting Section 3.1.7 in its entirety. Offerors' questions should be submitted via email to Sherri Ore at Sheri.S.Ore@uscg.mil and Mark Cap at Mark.Cap@uscg.mil, with responses provided by amendment solicitation.

SOLICITATION 70Z08526R3D035B00 Dual Point Davits (repair services) Statement of
Work / Solicitation reference: 3.1.7
Question: The following section could use some clarification. The davit is designed to SOLAS safety factors but is not SOLAS certified. ABS reviewed the initial design to ensure it met the structural requirements of SOLAS and of the USCG contract. The structures have not undergone any significant redesign so resubmitting drawings for ABS re-review, is not a value added exercise. I think what they actually want is to ensure the structure is sound and that it meets all the performance requirements. This will be validated once testing is completed per section 3.4.
CURRENT WORDING—Propose to strike this section.
3.1.7 ABS/SOLAS Certification. After completion of all work, the contractor shall Dual Point Davit system shall validate or renew the ABS/SOLAS certification status of the davit.
