About this file
This document is an Amendment of Solicitation (Standard Form 30) for the USCG Alex Haley SSDG Repower (Generator Set) procurement, issued by the U.S. Coast Guard Surface Forces Logistics Center. Amendment 003 addresses vendor questions regarding testing requirements, delivery timeline, and Buy American Act considerations. Key details include a clarified delivery date of up to 1 July 2026 (instead of the original 6-month timeframe), confirmation that installation testing and load bank services are not part of this generator set procurement contract, and guidance on acceptable foreign end products from World Trade Organization Government Procurement Agreement (WTO GPA) or Free Trade Agreement (FTA) countries.
The amendment provides specific responses to vendor inquiries, including confirmation that a reactive 1 MW load bank will be required for future testing but is not part of this current procurement, and that the generator set must be capable of meeting installation testing requirements. The solicitation indicates a targeted contract award date of around 30 January 2026, with potential for an earlier award as soon as 15 January 2026, depending on required approvals. Vendors are directed to review the Buy American Act clauses in the solicitation and referenced links for detailed requirements on domestic and foreign product specifications.

USCGC ALEX HALEY SSDG REPOWER (GENERATOR SET)
Questions from Vendors
Question 9: Is a reactive 1 MW load bank with reactive power required or can you use a resistive load bank for testing?
USCG Response:
Reactive load bank will be required, but it will not be required to provide at this phase of the procurement. Load bank testing will be conducted at the installation, which will be handled via a separate contract. Load bank services are not required as part of this generator set procurement contract, see answer to the question on “installation testing.”
Question 10: Does the installation testing need to be included in the pricing for the generator sets? Where will the final site for testing be located?
USCG Response:
Installation testing is not required to be included in the pricing for the generator sets, it is included in the SOW for engineering purposes – ie. the offeror is expected to provide a generator set which will meet the stated testing requirements at installation testing. However, load bank and testing services are not required to be included in this offer for production and delivery of generator sets.
Question 11: The requested delivery time is 6 months. Vendor’s lead time is based on actual factory lead times at the time of order. The current lead time for a selected vendor is greater than 6 months. Will USCG allow for up to 9 months’ delivery time? This question was answered in Amendment 002 under question #3, which did not provide the proper clarity. See below for clarity on delivery date.
USCG Response:
Para. 3.1.1 of the Statement of Work states: The manufacturer must have capacity to deliver the generator set, including production, testing, and packaging for shipping, within six months of contract award. Proposal must state firm completion date.
The initial delivery date for the “within six months of contract award” was scheduled for 1 June 2026. The schedule milestones shifted, and this paragraph was not updated, it should have been revised to state delivery date is 1 June 2026. Considering this question, higher level authority was contacted to determine if this date could shift right and still meet the ship’s schedule. As a result, the delivery date can be up to and not later than 1 July 2026, regardless of the contract award date. The previous response stated 7 months, which added one month to the initial date of 1 June 2026, rather than a specific number of months from contract award. We are providing the delivery date. Also, the solicitation states contract award is on or about 30 January 2026. Contract award may be as early as 15 January 2026. We are working to award as early in January as possible, which is dependent on all approvals received that are required for award.
Question 12: Specification Paragraph Reference: Solicitation 70Z08526QLREP0001, FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS, para. (f) Buy American Certificate. Will you accept a proposal with foreign end products other than Domestic United States products? If so, what countries are accepted?
USCG Response:
The Buy American Act clauses are in the solicitation, please review those. Also, please note acceptable foreign end products are those from World Trade Organization Government Procurement Agreement (WTO GPA) countries or Free Trade Agreement (FTA) countries.
