About this file

This document is an Amendment of Solicitation for the USCGC ALEX HALEY SSDG Repower (Generator Set) project issued by the U.S. Coast Guard Surface Forces Logistics Center. The amendment provides responses to eight vendor questions regarding technical specifications and procurement details. Key clarifications include: delivery time will be allowed up to 7 months (not 9 months), ABS Type Approval is acceptable for electromagnetic compliance with specific testing requirements, commercial vibration mounts are acceptable, and a single exhaust temperature thermocouple is permitted for engine monitoring. The Coast Guard declined a vendor's request to extend the proposal due date beyond 11/10/2025, maintaining that the current 2-week response time is adequate, and noted they can provide voltage regulators for Factory Acceptance Testing (FAT) with at least one month's notice.

USCGC ALEX HALEY SSDG REPOWER (GENERATOR SET)

Questions from Vendors

1. Could you please advise on the following questions for the subject solicitation:

a. Engine Serial number

b. Engine Model number

c. Application of engine(if marine, please advise vessel name)

Coast Guard Response:

Specifics of engine (and generator) models and all other components included in the offering not explicitly referenced in the SOW must be specified by the bidder. The details of the application are provided in the statement of work. We can answer questions in reference to those details if needed.

2. Question: The due date is noted as 11/10/2025 17:11. Will USCG allow for an extension to allow for a proper amount of time to prepare a proposal? Vendor requests an extension until 12/12/2025.

Coast Guard Response:

on extending the proposal to 12/12/25, the answer is no. Currently, USCG has determined that a 2-week response time is adequate. If anything causes delay to the point where USCG determines an extension in the closing date is appropriate, it will be a matter of days, not weeks.

3. Question: The requested delivery time is 6 months. Vendor’s lead time is based on actual factory lead times at the time of order. The current lead time for vendor is greater than 6 months. Will USCG allow for up to 9 months’ delivery time?

Coast Guard Response:

7 months will be allowed, 9 months lead time is not acceptable.

4. Question: It is noted that the generator set must meet MIL-STD-461G, however testing is not required. Will ABS Type Approval be sufficient in satisfying this requirement, or will USCG require the test reports submitted to ABS to also be submitted to USCG to satisfy this requirement?

Coast Guard Response:

ABS Type Approval is acceptable, but the offeror must show evidence of successful test complying with required environmental type tests of ABS MVR 4-9-9/15.7 TABLE 1, as applicable to electromagnetic compliance (EMC). Specifically, tests 11 through 18 (inclusive).

5. Question: SOW calls out "Shock-Resilient Mounts", is this to be interpreted as MIL-DTL-901 Shock or are commercial vibration and isolation mounts acceptable?

Commercial vibration and isolation mounts are acceptable.

6. Question: Please provide listed documents or instructions on how the vendor can obtain copies.

The solicitation should have provided information as to how offerors can obtain the list of references.

Reference to FAR 52-211-3 should have been included and that will most likely be added as an amendment first while we wait for answers to your other questions from our tech team.

7. Question: Individual Exhaust Cylinder Temperatures are not common on this size of engine. Will the USCG accept a single exhaust temperature thermocouple installed in the exhaust manifold prior to turbocharger? Note this is in line with ABS requirements for an engine of this size.

Coast Guard Response:

A single exhaust temp thermocouple installed prior to the turbocharger is acceptable – alarm threshold must be configurable by genset controller programming. For engines with more than one exhaust manifold, one thermocouple per manifold prior to the turbocharger is needed.

8. Question: What is the intent of government furnished voltage regulators? Can the USCG provide required Voltage Regulators for FAT Testing? It is uncommon for generator sets to be packaged without AVRs installed by the factory. Any AVR tuning prior to FAT to meet ABS and MIL-1399-300-1 requirements will have to be repeated onboard the vessel during commissioning if the AVRs remain GFE.

Coast Guard Response:

AVR’s for this project will eventually be installed in the switchboard. The Coast Guard can provide AVR’s for FAT, with at least a month of notice prior to the start of FAT.
