About this file
This file is a Questions and Answers (Q&A) document addressing vendor inquiries regarding contract specification requirements and technical clarifications.
The document addresses six key areas of concern raised by vendors. First, regarding testing sequencing, USG clarified that all welded stems must pass Non-Destructive Examination (NDE) before hydrostatic testing, and that duplicate paragraph numbering (3.3.x series) will not be renumbered as no specification text has been removed. Second, concerning Technical Representative requirements, USG confirmed that paragraph 3.3.2.1 mandates consultation with a Thordon Bearing Technical Representative, though on-site presence is not required. Third, USG identified Table 2 as an optional task requiring a Change Request (CR) to perform, clarifying that it is not mandatory for the contractor (KTR). Finally, USG corrected a typographical error in the Job Authorization (JA) reference document, noting that "Wartsila" should read "Timken" as the specified OEM Technical Representative for item D-022, with this correction applying to the JA documentation only and not the specification itself.

RFC’s
Question: This item contains two 3.3.x paragraph series, one pertaining to hydrostatic testing and the other handling NDE. Will USG renumber these paragraphs or clarify?
Answer: All Welded stems need to pass NDE before hydro testing.
Question: The work item paragraph numbering after 3.2.2 switches to 4.x numbering.
Will USG clarify and verify no specification text has been cropped from this work item?
Answer: I don’t see what the vendor is talking about in the Spec? No steps have been removed.
QUESTION: Paragraph 3.1.2 indicates no Tech Rep requirement for this item. Paragraph
4.1.1.1 directs the use of a Thordon Tech Rep. Will USG clarify?
Answer: (3.3.2.1) A Thordon Bearing Technical Representative must be consulted… The tech does not have to be on site.
QUESTION: Table 2 does not contain tasks marked with an X. Will USG verify whether KTR must perform the Table 2 task?
Answer: Table 2 is an Optional task a CR will need to be issue to perform.
QUESTION: The JA provided as a reference for this amendment directs the use of Philadelphia Gear/Timken as an OEM Tech Rep for D-022 (in the “Brief Description” block), which aligns with the specification. This block goes on to reference Wartsila IAW Table 1 which does not align with the specification, and further references FMD in the “Rationale” block, also not applicable. Will USG clarify the intent of this JA and any potential implications for KTR?
Answer: Wartsila is a typo and it should be Timken (in the JA and not the Spec)
