About this file
This is a Questions and Answers (Q&A) document clarifying requirements for a federal contract opportunity involving ship repair and maintenance work.
The document addresses specification numbering inconsistencies, clarifying that paragraph 3.2.2 should be renumbered as 3.3.2 due to a specification writer error, with no sections missing. All welded stems must pass Non-Destructive Examination (NDE) before hydrostatic testing. A Thordon Bearing Technical Representative must be consulted per paragraph 3.3.2.1, though on-site presence is not required. Table 2 tasks are optional and require a Change Request to perform. A reference document incorrectly identified "Wartsila" as a supplier when it should read "Timken" in the Job Authorization, though the specification itself is correct. The contract requires replacement of two D-rings, not 48 as initially suggested. For the Directional Control Valve Assembly specified as a 2-bank Danfoss valve and the Main Shaft, complete specifications and drawings are available in contract references. Brand name substitutions (such as Cospolich) are acceptable provided they meet the same form, fit, and function as specified drawings, subject to Coast Guard engineering approval. The government provided square footage measurements for four spaces: Passway 1-57-2-L (97 sq ft), Crew's Messdeck 1-66-0-L (288.5 sq ft), Companionway 1-66-2-L (28.25 sq ft), and Deck Office 2-57-2-A (80 sq ft). The cutter has reproposed certain spaces, though locations remain consistent with General Arrangements drawings.

RFC’s
Question: This item contains two 3.3.x paragraph series, one pertaining to hydrostatic testing and the other handling NDE. Will USG renumber these paragraphs or clarify?
Answer: All Welded stems need to pass NDE before hydro testing.
Question: The work item paragraph numbering after 3.2.2 switches to 4.x numbering.
Will USG clarify and verify no specification text has been cropped from this work item?
Answer: I don’t see what the vendor is talking about in the Spec? No steps have been removed.
Question: Paragraph 3.1.2 indicates no Tech Rep requirement for this item. Paragraph
4.1.1.1 directs the use of a Thordon Tech Rep. Will USG clarify?
Answer: (3.3.2.1) A Thordon Bearing Technical Representative must be consulted… The tech does not have to be on site.
Question: Table 2 does not contain tasks marked with an X. Will USG verify whether KTR must perform the Table 2 task?
Answer: Table 2 is an Optional task a CR will need to be issue to perform.
Question: The JA provided as a reference for this amendment directs the use of Philadelphia Gear/Timken as an OEM Tech Rep for D-022 (in the “Brief Description” block), which aligns with the specification. This block goes on to reference Wartsila IAW Table 1 which does not align with the specification, and further references FMD in the “Rationale” block, also not applicable. Will USG clarify the intent of this JA and any potential implications for KTR?
Answer: Wartsila is a typo and it should be Timken (in the JA and not the Spec)
Question: Paragraph 3.2.2 follows paragraph 3.3.1, a second paragraph 3.3 (Touch-ups) follows, and paragraph 3.4 is missing. Will USG clarify?
Answer: looks like a spec writer typo Paragraph 3.2.2 should be number as 3.3.2. No sections are missing.
Question: The last 4 table items do not include space areas, and all of the locations indicate “C” for the system color. Will USG provide the missing square footages and clarify the required system color?
Answer: Here are the measurements requested:
Passway 1-57-2-L – 97 sq ft
Crew’s Messdeck 1-66-0-L – 288.5 sq ft
Companionway 1-66-2-L – 28.25 sq ft
Deck office 2-57-2-A – 80 sq ft
Question:
In Table 2 it calls out for a new Directional Control Valve Assembly.
We know it’s a 2 bank Danfoss Valve, but we need the complete valve spec to make sure we are getting pricing and availability for the correct valve.
In Table 2 it calls out for a new Main Shaft.
Please provide a drawing of this Main Shaft
Answer: The information they are asking are in the references.
Question: In this TP it mentions brand name Cospolich. Do we have to use this brand name, or can we offer a different manufacturer?
Answer: As long as it is the same fix and function of the drawing. The requested manufacture and material will have to be approved by CG engineering.
Question:
In 1.1 it mentions 2ea, in 3.2 it mentions 48ea. How many d-rings are to be replaced?
Answer: Only two to be renewed.
Question: Table 1 heading suggests all unnamed table locations are stateroom heads but compartment 01-79-0-L is a 209sqft pway as indicated in the General Arrangements drawing. Additionally, the location named “Deck Office” is listed with compartment number 2-57-2-A in Table 1 but the drawing indicates this compartment number is the “Ship Store”. Will USG clarify?
Answer: The cutter has reproposed the space. The location is the same.
