About this file
This is a Request for Quote (RFQ) for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for coupling elements and assemblies used on U.S. Coast Guard vessel classes. The solicitation number is 70Z08526QIBCT0043, issued by the U.S. Coast Guard Surface Forces Logistics Center (SFLC) in Baltimore, Maryland.
The contract covers genuine Original Equipment Manufacturer (OEM) parts for five vessel classes: Seaside Buoy Tender (WLB-225), Coastal Buoy Tender (WLM-175), Medium Endurance Cutter (WMEC-270), Inland Construction Tender (WLIC-160), and River Buoy Tender (WLR-75/65). Quoted items include various MDE coupling elements, coupling membranes, thruster generator couplings, flexible coupling inserts, housing couplings, and coupling halves with specific maximum quantities ranging from 1 to 10 units per line item. The contract operates under a Firm Fixed Price structure with all pricing on a unit basis. The period of performance is 29 June 2026 through 28 June 2031, with four one-year option periods exercisable at the Government's discretion. Quote submission deadline is 15 May 2026 at 12:00 PM EST, with anticipated award on 26 June 2026. The contract is designated as a Women-Owned Small Business (WOSB) set-aside and is restricted to American Vulkan Corporation (AVC) on a sole-source basis. Quotes must include completed pricing sheets, technical capability documentation with project planning and risk mitigation strategies, and past performance information from similar contracts completed within the last three years. Minimum order threshold is $5,000, with maximum order limitations of $94,000 for single items and $3,031,359 for combined items. Invoicing requires compliance with Federal Finance Center requirements and must include itemized details correlated to contract line items with minimum 25 percent completion before billing. The contract incorporates standard FAR clauses and DHS-specific regulations regarding security, labor compliance, and small business requirements.

(B) Have □ have not □, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, State, or local) contract or subcontract; violation of Federal or State antitrust statutes relating to the submission of offers;
or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property (if offeror checks "have", the offeror shall also see 52.209- 7, if included in this solicitation);
(C) Are □ are not □ presently indicted for, or otherwise criminally or civilly charged by a governmental entity with, commission of any of the offenses enumerated in paragraph (a)(1)(i)(B) of this provision; and
(D) Have □, have not □, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds the threshold at 9.104-5(a)(2) for which the liability remains unsatisfied. Federal taxes are considered delinquent if both of the following criteria apply:
(1) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if a pending administrative or judicial challenge remains. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(2) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full FAR Class Deviation 25-27, Revision 3 for FAR Part 9 in Support of Executive Order on Restoring Common Sense to Federal Procurement, Attachment 1: FAR Part 9 Solicitation Provisions and Contract Clauses Revisions

(b) The Offeror shall provide immediate written notice to the Contracting Officer if, at any time prior to contract award, the Offeror learns that its certification was erroneous when submitted or has become erroneous by reason of changed circumstances.
(c) A certification that any of the items in paragraph (a) of this provision exists will not necessarily result in withholding of an award under this solicitation. However, the Government will consider the certification in connection with a determination of the Offeror's responsibility. Failure of the Offeror to furnish a certification or provide such additional information as requested by the Contracting Officer may render the Offeror nonresponsible.
(d) This provision does not require establishment of a system of records in order to render, in good faith, the certification required by paragraph (a). The knowledge and information of an Offeror is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings.
(e) The certification in paragraph (a) of this provision is a material representation of fact upon which reliance was placed when making award. If the Government later determines that the Offeror knowingly rendered an erroneous certification, in addition to other remedies available to the Government, the Contracting Officer may terminate the contract resulting from this solicitation for default.
