The contract requires a commercial contractor to perform work at Vigor Drydock in Portland, Oregon during the period of March 16-20, 2026. The contractor must provide a Qualified Technical Representative with demonstrated experience in military aircraft hangar door systems to conduct a comprehensive assessment of the existing hangar door aboard the vessel. Key deliverables include: (1) a detailed report assessing structural integrity, mechanical components, electrical and control systems, weather seals, and compliance with safety standards; (2) repair recommendations with pricing estimates to maintain door operability and achieve NAVAIR certification; and (3) a replacement door analysis identifying at least two potential solutions that facilitate storage of two H-60 helicopters with folding capability, operate in Arctic conditions, and meet MIL-DTL-24151 specifications. The contractor must submit the technical representative's name and résumé in the proposal and provide 72 hours advance notice before arriving at the vessel. The prices estimated in this work item are non-binding and serve only as market research. Coast Guard personnel will operate all shipboard machinery and equipment. Operational testing of the hangar doors is required before and after work completion, unless waived due to safety concerns. Selection criteria are based on past performance, technical capability, and pricing estimate, with all documents submitted to the Contracting Officer before the solicitation closing date.
