About this file
This is a combined synopsis/solicitation document issued by the United States Coast Guard Deputy Commandant for Systems on behalf of the Surface Forces Logistics Center for a firm-fixed-price service contract. The requirement involves performing all on-site labor and services to build and install a fantail awning aboard USCGC MAPLE located at SFO Fort Macon, 2301 E. Fort Macon Road, Atlantic Beach, NC 28512. The planned period of performance is within 21 days from contract award. This is a 100% total small business set-aside under NAICS code 238190 (with a small business size standard of 125 employees) and uses Product Service Code J020.
Quotations will be evaluated on three factors: Technical Capability (Pass/Fail), Past Performance (Pass/Fail), and Total Price, with award going to the responsible offeror submitting the lowest evaluated price among all acceptable quotations. To pass Technical Capability, quotations must demonstrate clear understanding of work statement requirements, strict conformance to Statement of Work specifications, and adequate capability documentation. Past performance will be evaluated based on work completed within the last three years; offerors must demonstrate satisfactory or higher performance on similar work to receive an acceptable rating, though those without recent or relevant past performance will be assessed as "Neutral" and remain acceptable for award. Offerors must identify all anticipated subcontractors with their names, addresses, points of contact, phone numbers, specific work items, and percentage of work to be performed. All offers must be submitted electronically via email on a firm-fixed-price basis with all-inclusive pricing covering manufacturing, packaging, handling, transportation, duties, tariffs, fees, and any other associated costs. Conditional pricing, price escalation language, or statements indicating future price adjustments will render offers nonresponsive. The Government intends to evaluate offers and make award without discussions.

The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work.
This requirement consists of performing all on-site labor and services to build and install fantail awning aboard USCGC MAPLE located at SFO Fort Macon 2301 E. Fort Macon Rd, Atlantic Beach NC 28512 . The planned Period of Performance (PoP) is within 21 days from award.
This acquisition is a 100% total small business set-aside under NAICS code 238190, with a corresponding small business size standard of 125 employees. The applicable Product Service Code is J020.
The Government will award a contract resulting from this solicitation to the responsible oƯeror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate oƯers:
1. Technical Capability (Pass/Fail)
2. Past Performance (Pass/Fail)
3. Total Price
A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible oƯeror submitting the lowest evaluated price.
To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable.
The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. OƯerors without recent or relevant past performance will be assessed as "Neutral" and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable.
OƯerors shall identify all subcontractors anticipated to perform work under this contract.
For each subcontractor, the oƯeror shall provide the subcontractor’s name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute.
Submit oƯers electronically via email to the points of contact identified in this notice. The Government does not prescribe a specific quotation format. OƯerors must submit a quotation that clearly identifies the items oƯered and demonstrates compliance with the stated requirements. Submissions must be complete, clear, and presented in a format that allows eƯective evaluation by the Government. Submit all questions via email to the points of contact identified in this notice. The Government will not accept telephone inquiries.
Submit oƯers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the service, including but not limited to manufacturing, packaging, handling, transportation, duties, tariƯs, fees, and any other costs. The Government may consider oƯers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate oƯers and make award without discussions; therefore, oƯerors should submit their best oƯer with initial submission.
The Statement of Work and the list of applicable FAR provisions and clauses are attached to this notice.
