About this file

This document is an Amendment (A0002) to a U.S. Coast Guard solicitation for dockside repairs of the USCGC WAESCHE (WMSL 751). The amendment extends the proposal submission deadline to 10 July 2025 at 10:00 A.M. PST and provides clarifications to previous questions about critical inspection items and the evaluation methodology. The solicitation is a 100% small business set-aside with a NAICS code of 336611 (Ship Repair) and a small business size standard of 1,300 employees.

The contract will be awarded on a firm-fixed-price basis for work to be performed in Alameda, CA, with a performance period from 20 October 2025 through 11 January 2026. The government will use a Best Value Trade-Off (BVTO) source selection process, where Technical Capability and Past Performance are considered equally and are significantly more important than Price. Proposals must include detailed pricing, technical capabilities, past performance documentation, welding certifications, proof of insurance, and other specified attachments. The anticipated award date is 01 August 2025, with proposals due by 10:00 AM PST on 07 July 2025.

Solicitation No. 70Z08525RLREP0014 Request for Proposal Dockside Repairs of CGC WAESCHE (751) Amendment A0002

The purpose of this amendment is as follows:

a. The due date to submit proposal is extended until 10 July 2025 at 10:00 A.M., PST. As stated in the original solicitation, submission of proposal must be sent via e-mail to Valerie S. Rivera-Chase at Valerie.S.Riverachase@uscg.mil or to Robin Kloeppel at Robin.B.Kloeppel@uscg.mil. Proposals received after this date and time, will not be considered.

b. The answers to the following Request for Clarifications are as follows:

QUESTION NO. 4: Title: CIR; CIR- Critical items mention Helo Hangar Door and Oily water separator as CIR but these are not included as WI on the taks list. Are these to removed? Also on CIR list has sometimes have the wrong W.I #. Can the CIRs be updated to match the W.I on the specifications?

ANSWER: The consolidated list of critical inspection items on page x is from an older version of the specification. Work items Helo Hangar Door, Inspect and Test as well as Oily Water Separator (OWS) System, Inspect and Groom, were removed from the final version of the specification. The correct consolidated list of critical inspection items is as follows: WI 2 Sewage Holding Tank(s), Clean and Inspect;

WI 5 Gas Turbine Flexible Hoses, Renew; WI 10 Decks (Pump Rooms), Preserve (Full); WI 11 Decks, Preserve (Partial); and WI 12 Deck Covering (Slip-Resistant), Renew. A copy of the new specification is incorporated and attached with this amendment.

QUESTION NO. 5: WI-10, Decks, Pump Rooms, Preserve; paragraph 3.6. Can we have the existing QA Assurance documents to determine existing DFTs and anchor profiles?

ANSWERS: There are no existing QA documents for the associated spaces.

The intent of WI 10 is to fully preserve these spaces, so all resulting anchor profiles and DFTs will be the result of this work. The required anchor profile and resulting DFT is listed in SFLC Std Spec 6310, as listed in the specification. The existing condition of one area of 3-36-01-E is shown in Figure 2 of WI 10.

QUESTION NO. 6: Page x Consolidated List of Critical Inspection Report.

Looking at page X it identifies CIR activity in Item 9 & 12 upon further inspection we found no CIR activity in item 9. There was unidentified CIR activity in Item 10 and Item 12 on same Page is not the same item as found in the spec. Can the Government remove CIR verbiage for Item 9, include Item 10 CIR and confirm item 12 is in accordance with Table of contents and current item?

ANSWER: The consolidated list of critical inspection items on page x is from an older version of the specification. Work items Helo Hangar Door, Inspect and Test as well as Oily Water Separator (OWS) System, Inspect and Groom, were removed from the final version of the specification. The correct consolidated list of critical inspection items is as follows: WI 2 Sewage Holding Tank(s), Clean and Inspect;

WI 5 Gas Turbine Flexible Hoses, Renew; WI 10 Decks (Pump Rooms), Preserve (Full); WI 11 Decks, preserve (Partial); and WI 12 Deck Covering (Slip-Resistant), Renew.

QUESTION NO. 7 – Order of Importance, pages 48 through 85.

The Government states the following “Order of Importance: FACTOR 2 – Technical Capability and FACTOR 3 – Past Performance are equal in importance. When combined, FACTORS 2 and 3 are SIGNIFICANTLY MORE important than FACTOR 1 - Price. The Government will use best value trade-off source selection procedures to determine the awardee. If technical capability and past performance quality assessments converge in terms of equality, price will become the determinative factor in the best value tradeoff decision. Question can the Government categorically list examples of what it considers “trade offs “ that are not articulated in the solicitation, SOW, Standard Spec or applicable drawing or any other known contract requirements that justify considering them acceptable in a rating system that doesn’t acknowledge them as a pre or post requisite?

ANSWER: The USCG uses Best Value Trade Off (BVTO), and here is an explanation on how it is used and how it differs from Lowest Priced Technically acceptable (LPTA). I will explain the difference. The difference between using LPTA and BVTO is that LPTA, is driven by the lowest price that is “technically” acceptable.

For LPTA, if there are 2 companies with the lowest total price, you must select the one with the lowest price, even if the one slightly higher has a better technical

Dockside Repairs of CGC WAESCHE (751) Amendment A0002 rating. In that same situation, if we used BVTO, we could select the one that has a higher technical rating (the tradeoff), even though the price is higher. In the same respect, if one vendor has a higher rated past performance record but the price is slightly higher than one with a lower performance rating, the one with the higher performance rating (tradeoff) would be selected.

c. No other changes are made to the terms & conditions of the solicitation.
