About this file

This document is a Standard Form 30 (SF-30) Amendment A00001 for the USCG MUNRO DOCKSIDE (DS) FY25 contract (Solicitation Number 70Z08525QLREP0007). The amendment includes a Questions and Answers (Q&A) section addressing technical details for a ship repair project. Key technical clarifications include: replacement of a starboard carriage winch encoder (to be supplied as Government Furnished Equipment), renewal of carriage winch wire rope (100' long), updates to a lube oil purifier flex hoses table, and revised preservation instructions for winch components involving power tool cleaning and surface preparation techniques. The document confirms Sea Trials are scheduled for September 24, 2025, and provides specific guidance on surface preparation, cleaning, and painting procedures for winch-related components.

The amendment modifies the original solicitation by removing "Dry-dock" words and adding the Q&A section, with no other substantive changes to contract terms. The Q&A addresses contractor inquiries about technical specifications, component renewals, and procedural requirements, providing detailed technical clarifications to ensure precise understanding of the repair and maintenance work to be performed on the USCG vessel.

Questions and Answers

Q1. What is the known malfunction and remedy with the starboard carriage winch encoder, as it is getting a new one, we are curios if there are other issues not identified in the specification.

A1. The winch encoder has an intermittent fault that causes it to drop an output signal. The remedy has been identified as replacing the encoder. The Government will supply as GFE.

Q2. Work Item 8 para 3.9 directs renewal of carriage winch wire rope and centerline winch fabric rope IAW tech pub. The tech pub drawing only provides formulas to determine length of carriage winch wire rope using existing installed wire rope dimensions and does not provide information for the centerline winch fabric rope.

Will USG disclose the length of the wire rope necessary for renewal in para 3.9 and provide relevant information such as fittings, length and type for the centerline winch fabric rope?

A2. 100’, long. Material specification are listed in drawing 750-WMSL-583-4. Look at parts list , part number is 105.

Q3. Table lines 4 and 5 are missing Length, Size and OEM Part Number, Plase provide missing Data.

A3. TABLE 1 – LUBE OIL PURIFIER FLEX HOSES (COMPARTMENT) has been updated to include the data that was missing for LOP-LO-001 and LOP-LO-002 in Specification Rv1.

Q4. What is the timeline intent to go on Sea Trials, assuming post contract, contractor has noted the 72 hrs. requirement, however Allied will not commit without defined dates of travel, day on site and return Travel. In addition, with only 72 hrs notice, Allied Tech’s are likely not going to be available.

A4. Tech Rep support should be completed in the period of performance of the contract. Sea Trials will be on September 24, 2025.

Q5. Work Item 8 calls for a CIR for para. 3.7.2 which is not listed in the Consolidated List of Critical Inspection Items. Work Item 12 para. 3.1.1 calls for a CIR for para. 6.3.1 which doesn’t exist. Will USG clarify these CIR requirements?

A5. Work Item 8 should be listed in the consolidated list of critical inspection items. Work Item 12 CIR listing in para. 6.3.1 is a typo, there are no CIRs in WI 12 and it should also be removed from the CIR list.

Q6. Q1: WI-008 Stern Boat Launch: Paragraph 3.7.4.4 Conduct preservation of winch components as required in accordance with SFLC Std Spec 5000, 6310, and manufacturer’s instructions. this will lead to STD Spec 5000 3.2.4 which requires a SSPC 10 Blast.

A6. Section 3.7 has been revised to reflect several changes, the para. that covers the preservation instructions is now in 3.7.5.4. and states. This will be in the Rev 1 and tracked in the revisions table. 3.7.5.4 While the winches are off the Cutter, the Contractor must conduct partial preservation of winches, winch foundations and winch pockets in accordance with SFLC STD 6310. Power tool clean all affected surfaces to bare metal/tightly adhered paint. feather edges of existing intact coating to the prepared areas, in order to provide a smooth transition with the new paint. Conduct an SSPC SP-1 (solvent cleaning) on the structure prior to conducting surface preservation. Match color to adjacent structure.
