About this file

This document is a solicitation amendment for federal contract opportunity 70Z08524QIBCT0024, which is for dockside repairs of the USCGC JUNIPER (WLB-225) cutter homeported in Honolulu, HI. The amendment provides responses to various questions from potential contractors, including clarification on required certifications, forms, hydraulic fluid specifications, surface preparation methods, and other technical details. Key points include:

The repairs will be performed at the cutter's homeport, not in dry dock as initially stated. An SF 1449 will be provided to the contractor at the start of the project. Several formatting errors in the original Statement of Work will be corrected in Revision 02. The government agrees with the contractor's recommendations regarding less invasive surface preparation methods in certain areas. Additional technical details are provided, such as the specific hydraulic fluid type required and confirmation of the single point davit manufacturer and model.

USCGC JUNIPER (WLB-225) Ds FY25 Amendment No. 0001

The purpose of this amendment is to:

1. Is to answer all the questions:

KTR Question 1: -The solicitation states USCGC Juniper Dockside Repairs FY25 and the repair will be at the cutters home port 400 Sand Island Pkwy. Honolulu, HI 96819. Why in the solicitation do you require the below? Current Valid Dry Dock Certification.

Govt Response: REV-02 will correct this error. The Dockside Repairs posted in this solicitation will be held at the cutter’s home port at 400 Sand Island Pkwy Honolulu, HI 96819. There is no need for a current valid Dry Dock Certification.

KTR Question 2: -The solicitation USCGC Juniper Dockside Repairs FY25 does not have an SF 1449 in any of the solicitation documents. Will there be one provided, or is this not a requirement for this solicitation? USCGC dry dock solicitations usually require signed SF 1449 -

SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

Govt Response: SF 1449 will be provided to the contractor at the start of the project once all GFE is accounted for.

KTR Question 3: -Table 1 Item 4 cells contain invalid data. Will USCG clarify?

Govt Response: For some reason there was a formatting error, SOW update will be reflected in REV-02.

KTR Question: - Please Confirm the Type and Brand of Hydraulic Fluid the Cutter uses for renewal? Tank Contents, Renew 1,000 Gallons IAW STD Spec 5000 C21 Govt Response: - MOBIL DTE 10 EXCEL 46 (fy)

KTR Question 4: -Avoidance of meal preparation and service is not practicable, the Gaylord Hood itself will require Tag Out 3-4 days to clean, using steam, this creates quite a mess.

-Access and disassembly of the remaining Vents will create not just extra work, its likely to have left over cleaning debris due to closing and activating an unfinished system, this would be a mistake. Contractor recommends 3.4.3 be removed from the specification.

Govt Response: Cutter utilizing BAS (fy)

KTR Question 5: -Task 4 What is up with "CYLTASK, CYL5000 and CYLOTHER" ?

Govt Response: Contractor is questioning the task requirements for task #4 on the table 1. For some reason there was a formatting error. I have attached a Hydraulic Chain Stopper, Inspect and Service Work Item template taken from DespecC. Please look at table 1 task #4, the information in that row is what should be on our Spec. SOW update will be reflected in REV-02.

KTR Question 6: -Task 6 Preserve leads to STD Spec 5000 3.2.4 Abrasive-blast to SSPC-SP10/NACE No. 2, using grit conforming to MIL-A-22262 (1.5 to 2.5 mil anchor profile).

-3.2.4.3.1 When Preserve is specified in a task description, prepare 100% of all surfaces designed to be coated.

Amendment No. 0001

-Due to open contained blasting on the buoy deck during all the other Buoy Deck work items, contractor recommends this requirement to be partially preserve Std Spec 5000 as stated below:

-3.2.4.3.2 When Partially-Preserve is specified in a task description, do the following: Remove coatings only in areas in which mechanical damage extends into the substrate, or where there is evidence of corrosion (see 3.2.4.3 (Surface preparation)). Roughen/abrade all surfaces of the entire assembly where existing top-coating is intact with 100-grit paper, to provide a suitable surface profile. Feather edges of top coating into adjacent bare areas, to create a smooth transition.

Govt Response: Agree that abrasive blast would be too intrusive not only with other machinery in the area but with containment and collection. I am okay with power tool preparation as specified in STD

SPEC 5000 para 3.2.4.3. Also, in agreement with Partially Preserve IAW para 3.2.4.3.2. of STD SPEC 5000.

Additionally, para 3.2.4.5.1 of STD SPEC 5000 should be observed as well.

KTR Question 7: -Task 16 Preserve leads to STD Spec 5000 3.2.4 Abrasive-blast to SSPC-SP10/NACE No.

2, using grit conforming to MIL-A-22262 (1.5 to 2.5 mil anchor profile).

-3.2.4.3.1 When Preserve is specified in a task description, prepare 100% of all surfaces designed to be coated.

-Due to open contained blasting on the buoy deck during all the other Buoy Deck work items, contractor recommends this requirement to be partially preserve Std Spec 5000 as stated below: NOTE Foundation's Only as the Crossdeck Winches will go to a Blast Shop.

-Foundations Only: 3.2.4.3.2 When Partially-Preserve is specified in a task description, do the following:

Remove coatings only in areas in which mechanical damage extends into the substrate, or where there is evidence of corrosion (see 3.2.4.3 (Surface preparation)).

KTR Question 8: -Task 4 Preserve leads to STD Spec 5000 3.2.4 Abrasive-blast to SSPC-SP10/NACE No. 2, using grit conforming to MIL-A-22262 (1.5 to 2.5 mil anchor profile).

-3.2.4.3.1 When Preserve is specified in a task description, prepare 100% of all surfaces designed to be coated.

-Due to open contained blasting on the buoy deck during all the other Buoy Deck work items, contractor recommends this requirement to be partially preserve Std Spec 5000 as stated below:

KTR Question 9: -Task 7 Preserve leads to STD Spec 5000 3.2.4 Abrasive-blast to SSPC-SP10/NACE No. 2, using grit conforming to MIL-A-22262 (1.5 to 2.5 mil anchor profile).

-3.2.4.3.1 When Preserve is specified in a task description, prepare 100% of all surfaces designed to be coated.

-Due to open contained blasting on the Cutter, contractor recommends this requirement to be partially preserve Std Spec 5000 as stated below: NOTE Foundation Only as the Capstan Head will go to a Blast Shop.

-Foundation Only: 3.2.4.3.2 When Partially-Preserve is specified in a task description, do the following:

Remove coatings only in areas in which mechanical damage extends into the substrate, or where there is evidence of corrosion (see 3.2.4.3 (Surface preparation)). KTR Question 10: -Task 12 Preserve leads to STD Spec 5000 3.2.4 Abrasive-blast to SSPC-SP10/NACE No.

2, using grit conforming to MIL-A-22262 (1.5 to 2.5 mil anchor profile).

-3.2.4.3.1 When Preserve is specified in a task description, prepare 100% of all surfaces designed to be coated.

-As this Item is mainly Service and Inspect, there is no requirement to completely disassemble and remove from the Cutter for 100% Preservation.

-Contractor Recommends 3.2.4.3.2 Partially-Preserve is specified in a task description, do the following:

Remove coatings only in areas in which mechanical damage extends into the substrate, or where there is evidence of corrosion (see 3.2.4.3 (Surface preparation)). Roughen/abrade all surfaces of the entire assembly where existing top-coating is intact with 100-grit paper, to provide a suitable surface profile.

KTR Question 11: -Task 11 Renew System Hydraulic Fluid, Please provide Type, Quantity and Manufacture.

Govt Response: Mobil DTE 10 Excel 46 (fy)

KTR Question 12: -3.3 - 3.3.7 Filtering Hydraulic Oil. is the intent to Filter the Task 6 New Oil? Task 6 Renew Reservoir Oil (Hydraulic Fluid), Please provide Type, Quantity and Manufacture.

Amendment No. 0001

Govt Response: Mobil DTE 10 Excel 46. Spec calls for filter cart to cycle and test hydraulic fluid. If new oil needed, filtering not required. (fy)

KTR Question 13: -3.4 Service Disruption, there are no shower trailers available, contractor recommends base recreation showers to be used. Portable Toilets and Wash Station with twice a week cleaning to be provided on the pier.

Govt Response: Please contact with COR/PE (CWO Franco Yug) for more info.

KTR Question 14: -The specification Revisions Record implies that only the Starboard side requires modification, are we interpreting this correctly, or is this something else?

Govt Response: Correct, the boat deck lifeline latch modification/TCTO will only be done on the Starboard side boat deck. The Port boat deck has a dual point davit which goes up and over the lifelines and is not applicable to the modification/TCTO. Both the WI 36 name in the TOC and the actual WI in the package will need to be revised to remove “Port” from the title. Additionally, I recommend that TCTO TB3040.0 Boat Deck Lifelines be included in WI 36 for the Starboard boat deck. I have attached the TCTO for reference.

KTR Question 15: -Paragraph 3.2.1 references <<DWG1>>. Will USG clarify?

Govt Response: REV-02 will correct this error. <<DWG1>> is Coast Guard Drawing FL 2605-031, Rev D, Mechanical Chain Stopper, 1-7/8" Buoy Chain

KTR Question 16: -Paragraph 1.1.1 references DWGs 225-WLB 583-004 and 002 which are not included in the Consolidated List of References or the technical package. Will USG provide?

Govt Response: REV-02 will correct this error. Yes, both drawings will be added.

KTR Question 17: -Work Item 2, called out on Consolidated List of Critical Inspection Items, no CIRs called out in para 3.1.1.

Govt Response: REV-02 will correct this error and include this under CIR: 3.9 (Ultrasonic thickness (UT) measurement).

KTR Question 18: -Work Item 4, called out on Consolidated List of Critical Inspection Items, no CIRs called out in para 3.1.1.

Govt Response: REV-02 will correct this error and remove WI4 from the CIR list because there is no CIR needed.

KTR Question 19: -Work Item 18, Task #4 is missing a description altogether, and therefore also missing a CIR.

Govt Response: REV-02 will correct this error and include the proper verbiage for Task #4 in Table 1.

Task #4’s Task Type is Disassemble and Inspect and associated Appendix and Paragraph from SFLC STD Spec 5000 is 3.2.3 (Disassemble and Inspect).

KTR Question 20: -Work Item 23, Task #7 is missing a CIR.

Govt Response: RESPONSE: REV-02 will correct this error and include a CIR in the Table 1.

Amendment No. 0001

KTR Question 21: -Table 1 under the underlayment requirement column, states to retain the existing underlayment. But following Note 1, SFLC Std Spec 6341, Para 3.2.1.2 says to take it down to bare metal via SP-11 surface prep. Will USG provide clarification and direction for this apparent discrep?

Govt Response: Table 1 is correct, retain existing underlayment. Only the top layer will be renewed.

KTR Question 22: -Paragraph 3.2.3 directs KTR to install insulation IAW Dwg 225-WLM 635-001 (General Note 10, P/N 9). General Note 10 reads “Work shall be performed by Insulators Inc. N2713 Sleepy Hollow Rd, Kewaunee, WI 54216”. Is KTR required to use the vendor indicated in General Note 10?

Govt Response: Yes.

KTR Question 23: - Going through WI’s and WI:23 is listed as a single point davit WI:24 is listed as a Appleton buoy crane, would like to ask if you can get the SN# and manufacturer of the single point davit for WI:23 as it does not reference it. For WI:24 that states it’s an Appleton crane and we would like to confirm that. Our records show we have a TB90-60 / SN#1771 Allied Systems Company on board as of September 2013. This information is needed to properly quote.

Govt Response: Single Point Davit Info:

Manufactured by: Appleton Marine, Inc.

Manufacturer’s Model No.: RAD30-15.5 Date of Overhaul: FEB 2020

SN #: 20425-7
