TITLE:
Fathometer Transducer, General Maintenance
PARA NO.
QUESTION: The specification directs the contractor to install new GFP Simrad (By Kongsberg) EK80 (38 kHz) and EK 80 (18 kHz) in lieu of the mooring release and reference hydrophone locations, using paragraphs 3.2.5.3 – 3.2.5.3.1.. The paragraphs direct the contractor to complete the following items:
· Fabricate an adapter ring to fit the transducers as well as gaskets, mold release coating and adhesive sealants. Install new ice covers using GFP.
· The Contractor with Tech Rep support must supply and install all cables from EK-80 (i.e. 38 and 18 kHz) transducers to all associated equipment.
· Supply and install power supply cable to Power Supply Unit from nearest Power Panel.
· Contractor must provide and install all cables to Simrad (By Kongsberg) EK80 (38 kHz) and EK 80 (18 kHz).
The contractor is unable to locate any information for items above. At this time, the contractor will be unable to provide a quote for paragraph 3.2.5.3 – 3.2.5.3.1.
Please provide drawings and install manuals to allow the contractor to complete the above bullet points above and paragraphs 3.2.5.3 – 3.2.5.3.1
RESPONSE:
The USCG provided the Installation Manual for the EK80 on 6/1/2022 via DOD Safe. The list of references for Work Item 17 has been updated to reflect this addition. Please note that general cable plans are shown in the section beginning on page 96, and the descriptions of the cables are listed on pages 102-103. Additional cable requirements are listed later in the manual. Lastly, note that the transducer cable that connects the transducer to the power supply (identified on page 101 as C33**) will be provided as GFM with the transducer.

Fathometer Transducer, General Maintenance
QUESTION: In clarification 16, the contractor asked “Please provide the following drawing Coast Guard Drawing 420 WAGB 424-014, Rev -, Kongsberg EM-124 Installation BWD & Details.”
RESPONSE: Coast Guard Drawing 420 WAGB 424-014, Rev -, Kongsberg EM-124 Installation BWD & Details is still being finalized. The USCG will provide as soon as it is available for dissemination.
The contractor will not be able to provide quote in the absence of the requested drawing.
Please provide a list of details such as cable sizes, quantities and lengths, for bidding purposes.
RESPONSE:
After further investigation, Coast Guard Drawing 420 WAGB 424-014, Rev -, Kongsberg EM-124 Installation BWD & Details is not applicable to the work requirements in this specification. The EM-124 transducers are highly similar to the existing EM-122 transducers, and have the same power requirements. The USCG does not anticipate that any new cabling will need to be provided by the contractor. This drawing has been removed from the list of references, and paragraphs 3.8 and 3.8.1 were also removed.
Coast Guard Drawing 420 WAGB 424-008, Rev-D, Sheet 4, shows the connections between the RX transducer and the EM-122 pre-amplifier unit located in MICA storeroom (2-48-0-A), which is remaining in place. The cabling that comes with the RX transducers as GFM will be run through the existing conduit. This drawing has been added to the list of references.
Coast Guard Drawing 420 WAGB 424-014, Rev -, Kongsberg EM-124 Installation BWD & Details shows the removals and installations for EM-124 receiver units, which are not being installed during this availability.

QUESTION:
Regarding the underwater hull paint Inerta #160 supplied by International Paint:
Due to current market conditions for International Paint to obtain the needed raw materials to supply enough Inerta #160 for the USCGC Healy FY23 DD we would need to place an order by mid-June. With the possibility of an award after mid-June we ask if USCG could supply the paint as GFM as to avoid any possible product arrival delay that could impact the project critical path items.
RESPONSE:
For bidding purposes, contractors should continue to include the cost of this paint in their proposals.
The USCG is looking into sources of supply for this product and will keep potential offerors informed of any developments.

Valves, Overhaul or Renew
QUESTION:
We have only received a partial valve quote back form one of our valve suppliers. Within their quote, four (4) 18” butterfly valves have an 8 month lead time, not including transit time. If we ordered the 4 valves on the award date of July 6th 2022 and if the date does not change they would not arrive until mid-March 2023 leaving only a few weeks to install. Moreover we have yet to receive a quote for the reaming valves and we are unsure of what lead times and impact they may have on the project.
Would the USCG consider suppling all the valves in Table 2 Renew Valve list as GFM.
RESPONSE:
Unfortunately, the USCG cannot provide the valves listed Table 2 as GFM.
The USCG acknowledges the long lead time of many of these valves.
NOTE:
THE USCG HAS ISSUED A REV-4 SPECIFICATION WHICH INCLUDES, IN ADDITION TO THE CHANGES CALLED OUT IN THESE REQUESTS FOR CLARIFICATION, CHANGES TO WORK ITEM 5, FREEBOARD PRESERVATION 100%, AND WORK ITEM 8, BALLAST TANK PRESERVATION.
