Answers to Questions 3-6

QUESTION: The governments answer to questions 3-6 was “cannot predict due to operations”. If the government cannot provide a quantity of fluids for removal, the contractor will not be able to do so as well. The contractor recommends the government insert quantities of fluids to be removed in each work item so that the contractors can price each work item the same.

Response: We cannot predict the Potable and Ballast water levels. The tank capacities are listed and the contractor can use those levels to quote. It is always the intention for a unit to come in as light as possible but, given we do not know where an awarded contractor may be, or the operational commitment prior to the available is we cannot predict these levels.

Answer to Question 8

QUESTION: The governments answer to question 8 was “the amount can be estimated per the drawings. Ship checks are recommended”. The paragraphs in question direct the contractor to “replace as necessary”. The government and the contractor have no idea how much of each drain system needs to be replaced. The drawings and ship checks will not provide identification of areas to be replaced until the inspection of each drain is completed. The government’s answer is not satisfactory. The inspection of the drains should be completed, a report of findings with recommended repairs should be submitted to the government and the cost of repairs should be covered as growth work. This is the contractor’s recommendation and request.

Response: Concur as 3.3, 3.4 and 3.5 require CFRs. The purpose of the work item is to inspect and identify work needed to make serviceable the deck drains.

3.2.3

Answer to Question 11

QUESTION: The governments answer to question 11 was “recommend per the drawing”.

This does not answer the question or correct the improper dimension provided by the government in paragraph 3.2.3. The contractor can replace 50 linear feet of coaming using the drawings to identify the material. The contractor cannot replace 50 linear feet of deck plate without knowing the total square feet dimension. The contractor requests the government provide the correct square feet dimension of deck plate deck plate to be replaced.

Response: Replacing 50 linear feet of coaming, plate renewal will be identified per the plate inspection in 3.2.1.
