SOLICITATION NO. 70Z08520RP4503000
DOCKSIDE REPAIRS OF CGC DOUGLAS MUNRO (WHEC 724) & CGC ALEX HALEY (WMEC39)
AMENDMENT NO. 0002
The purpose of the amendment is as follows:
a. The answers to the following Request for Clarifications are as follows:
QUESTION NO. 1: CGC DOUGLAS MUNRO, Work Item No. D-09, Incinerator Lagging Renew, paragraph 3.2.1, 3.2.2; Paragraph 3.2.1 States; “The Contractor shall remove and scrap all the lagging and sheathing on the incinerator exhaust. Dispose of lagging and sheathing in accordance with local, state and federal regulations.
3.2.2 Following the configuration shown in Coast Guard Drawings 378-FRAM-W 593-006 and 378-FRAM-W 644-007, install approximately 150 square feet of new fiberglass wool and reflective covering. Additional guidance on the installation of new lagging may be found in NAVSEA Drawing 804-5959214.
Ship check of the Cutter John Midgett disclosed the Incinerator exhaust to be lagged with standard removable fiberglass covered lagging pads. Also, the exhaust is routed out of the vessel on the port side below the flight deck, not up the stack as shown in DWG 593-006, and drawing 563-006. The drawings currently do not reflect the configuration found during the ship check.
Contractor request the Government provide exhaust dimensions, to include lengths, pipe size, and material for the lagging of the incinerator exhaust.
ANSWER: Please use information (ie exhaust dimensions, to include lengths, pipe size, and material for the lagging) gathered from ship check conducted on CGC John Midgett & applicable sections of referenced drawings. Gov’t confirms that exhaust is routed under the flight deck on the port side on CGC Douglas Munro as well and not through the stack.
QUESTION NO. 2: CGC ALEX HALEY, Work Item No. D-02, Tanks (MP Fuel Service) Clean & Inspect, Capacity Table, paragraph 4.13.1F, 4.13.2F; Specification Work Item D-02 includes reference drawings showing the extents of the tanks but are limited to the bulkhead, tank top, hull plating, scantlings and framing. No piping drawing was provided. Is the intent of this work item to evacuate and clean two large capacity tanks (31.069 USGALS) and (30.236 USGALS) to include pump off and disposal of 61.305 USGALS of diesel fuels? Unlike Work Item No. D-01 which specifies 200 gals to be disposed of. This work item specification is silent of the intent of fuel disposal. Please provide intention.
ANSWER: Work Item D-02 provides the same information as Work Item D-01. Intent is to dispose up to a total of 200 gals of residual fuel and clean the two tanks.
QUESTION NO. 3: CGC DOUGLAS MUNRO & CGC ALEX HALEY, Period of Performance: CGC DOUGLAS MUNRO (WHEC 724) will be available for performance of the work under this requirement during the period of 23 March 2020 through 12 May 2020. CGC ALEX HALEY (WMEC 39) will be available for performance during the period of 04 May 2020 through 19 June 2020.
The recently released Alaska Marine Highway System, Ferry Schedule (http://dot.alaska.gov/amhs/schedules.shtml) has the first Ferry for the spring departing to Kodiak on April 25th, May 2 & 4th. Based on the current Period of Performance the current schedule will present logistic movement of equipment and personnel to Kodiak for the Contractor. The Contractor requests that the Government adjust the Period of Performance to support the current Ferry Schedule to Kodiak Island.
ANSWER: The period of performance for CGC Douglas Munro has been changed under Amendment 0001 dated 26 February 2020. Contractors are advised that they shall submit their proposal with pricing representative of the costs that will permit all work to be completed within the period of performance specified in this requirement, including all forms/modes of transportation.
b. All other terms and conditions of the solicitation will remain unchanged.
