September 6, 2019 at 1:30 p.m., Pacific time.

2. To extend the solicitation closing date from August 29, 2019, 2:00 p.m. to September

12, 2019 at 2:00 p.m. Pacific time.

3. Reply to the following Requests for Clarification:

QUESTION 1: This is in reference to Definite Item D-05, Gas Turbine Module Fixed Co2 Fire Extinguishing System, Inspect and Test, Paragraph 3.2.7.1 – This paragraph reads that the “the contractor shall remove two existing 300lb CO2 Cylinders and replace with two 100lbs CO2 Cylinders. We believe they are referring to (2) 100lb’rs and not 300lb’rs, the miscommunication is likely because a 100lb co2 cylinder means it can hold 100lb’s of co2 but the actual weight of the cylinder when fully charged is 300lb’s. We do not believe they make 300lb CO2 cylinders.

Please confirm intent as we are thinking they are actually asking for us to supply (2) brand new 100lb Co2 cylinders to replace the existing (2) cylinders?

RESPONSE TO QUESTION 1: KIMBALL had a CO2 discharge while underway, the only replacement bottles available when they pulled in for repair where larger-300lb bottles, we are requesting the larger bottles be replaced with the proper configuration 100lb bottles for a total of 4ea. 100lb bottle for the primary and secondary system.

QUESTION 2: This is in reference to Definite Item D-25, Deck Covering, Wooden Flooring Install, Paragraphs 1.1 and 3.3.4 – Paragraph 1.1 says to install wood flooring over polymeric surfaces. Paragraph 3.3.4 says to remove existing underlayment completely and power tool clean to an SP-11. Can you clarify what options above they want done?

RESPONSE TO QUESTION 2: Follow Paragraph 3.3.4: Completely remove existing underlayment & power tool SP-11. Install wooden deck in accordance with manufacturer's instruction. Note: Some of the new wood decking will be installed over existing polymeric decking and some areas where carpet is currently installed. The areas where carpeting is currently installed will require the removal of existing underlayment & power tool SP-11. The manufacturer's instruction should specify the requirement for installation based on the type of deck the new wood flooring is being installed overtop of.

QUESTION 3: This is in reference to Definite Item D-20, General Welding, Provide- Optional, Paragraphs 3.3 and 3.3.1– Please clarify what “type” of NDT method you are requiring? SFLC Std Spec 0740 Appendix C, covers all NDT methods. What specific NDT method should we conduct because the other work items specifically states NDT method to conduct.

RESPONSE TO QUESTION 3: General Requirements Paragraph, 3.4 refers to SFLC Std Spec 0740, Welding and Allied Processes. Therefore, the Contractor shall perform NDE of the newly welded plates in accordance with SFLC Std Spec 0740, Welding and Allied Processes, Appendix C. Submit a Condition Found Report (CFR) where

- Cutter, Paragraph 3.5 Sanitary facilities for vessel-personnel – Prior experience has proven that limited resources are available on the island and portable shower facilities are not readily available. The one time that a portable shower trailer was available the sewage system on the base was not designed to have a drain line tied into it.

When other vessel's pump there CHT tanks the trailer was flooded with raw sewage.

Are shower facilities available on the base for the ship’s crew to use?

RESPONSE TO QUESTION 5: No, please comply with this paragraph stating that the Contractor shall provide showers. To avoid relying on the base sewage system, you can provide a pump truck to empty your collection tank periodically.
