QUESTION 1: WI -006. Surfaces Preservation, then see Paragraph 3.4: “Shall Repair” is not enough information to quote, Need Quantity of Pin Holes, assuming the 60% will be clad welded not Epoxy, what are the hotwork interferences below deck?
Need Sq Footage of Epoxy Fairing and Fairing Material (Belzona)?
ANSWER 1: WI-6 specifies/requires the Contractor to conduct 3.3 Inspection, then submit Conditions found report (CFR).
So, the Contractor will know and include what types of defects, how to repair, and repair areas.
For bidding purposes use: 2 Lots of Epoxy Repairs (2 of 1 Belzona Kit plus Labor 8 hours/Kit). Additionally, the Contractors are encouraged to check the ship or sister ship so he can see the interferences.
QUESTION 2: WI 10 Deck Covering then see Paragraph 3.4 “Shall Repair” is not enough information to quote, Need Quantity of Pin Holes, assuming the 60% will be clad welded not Epoxy, what are the hotwork interferences below deck?
Need Sq Footage of Epoxy Fairing and Fairing Material (Belzona)?
Contractor recommends repairs be subject of CFR/CR.
ANSWER 2: for WI-10 the answer is the same as given for Question 1: Contractor to conduct 3.3 Inspection, then submit CFR.
For bidding purposes use: 1 Lot of Epoxy Repair (1 of 1 Belzona Kit plus Labor 8 hours/Kit). Additionally, the Contractors are encouraged to check the ship or sister ship so he can see the interferences.
QUESTION 3: WI 011 Components and Outfits (Superstructure) Preserve: then see Para. 3.4.2, clarification to insure the surface preparation requirement. Does the Coast Guard Inspector designate or determine the surface preparation requirement or does the contractor choose? The first bullet indicates Option 1 surface preparation. The second bullet indicates SSPC SP-11 surface preparation. There is a huge difference. The issue is sandblasting or water jetting vice SSPC SP-11 power tool cleaning?
Contractor recommends utilizing the Polysiloxane System, as per Option III coating system.
ANSWER 3: WI-11, Para. 3.4.2 specifies/requires “Freeboard/Superstructure/Mast (Freeboard/Superstructure, Steel), Option I” for Paints/Coatings as listed in Table 1.
SSPC-SP10 (or SSPC-SP10 (WAB)) shall be applied for general or large surface areas according to SFLC Std Spec 6310.
Then, “Power Tool Cleaning to Bare Metal (SSPC-SP 11) or equivalent” is additionally repeated and emphasized for all “coating defects or limited access areas”.
